RECOMMENDATION(S)

Recommendation

Approve two-year agreements effective April 1, 2020 through March 31, 2022, with the following contractors, in the aggregate amount of $840,000 to provide vocational training services to adult offenders, with the option to extend the term for three additional years:

1.                     Career Development Solutions, LLC dba New Horizons Career Development Solutions, contract amount $200,000.

2.                     Empowering Success Now dba Inland Empire Institute of Business & Technology, contract amount $80,000.

3.                     First Institute Training and Management, Inc., contract amount $240,000.

4.                     San Bernardino Community College District, contract amount $320,000.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the contracts for vocational training services will be $840,000. Sufficient appropriation is included in the Probation Department’s (Department) 2019-20 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Vocational training prepares a person for the day-to-day duties of their specific trade, craft, or profession. It equips a person with technical skills as opposed to theoretical knowledge only. The Department is committed to providing vocational training to adult offenders with the goal of increasing their employment opportunities and ultimately assisting with positive reintegration into the community.

 

Referrals to the Vocational Training Program (Program) will be offered to adult offenders in each of the three Day Reporting Centers (DRC). The Program will offer training opportunities in a number of service fields including, but not limited to, welding, computer office skills, industrial maintenance mechanic, machine operator, forklift operations, and logistics warehousing. The training services may include online, classroom, and/or hands-on training and may be located in a mobile training center near the DRCs. Each Program will vary in length and be geared toward appropriate, interested adult offenders of all genders, age and socio-economic levels. The chosen Program will allow the adult offender to gain the skills necessary for certification and employment in their chosen field.

PROCUREMENT

On June 12, 2019, a Request for Proposal (RFP PROB19-PROB-3422) was released through the County’s Electronic Procurement Network (ePro) to solicit qualified vendors to provide Vocational Training Services to adult offenders in various vocational fields. A total of six proposals were received. Of the six proposals received, the following four proposals were recommended for further evaluation.

The evaluation committee, consisting of representatives from the Department, scored the proposals based on qualifications and experience, financial review, technical review, cost, and references. Two of the six proposals were rejected for failing to meet the minimum requirements of the RFP. The County did not receive any protest letters. The evaluation committee recommends awarding contracts to the four vendors listed above. The term of the contracts is two years, commencing on April 1, 2020 through March 31, 2022, with one option to extend the term for an additional three years. Either party may terminate the agreement upon 30-days advance written notice.
