RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Revenue Agreement No. MS-2627-17) with the California Department of Aging to provide Multipurpose Senior Services Program services, in the amount of $1,847,820, for the period of July 1, 2026 through June 30, 2027.
2. Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute any subsequent non-substantive amendments in relation to the Revenue Contract, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Aging and Adult Services to transmit any non-substantive amendments to the Revenue Contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The revenue contract with the California Department of Aging for the Multipurpose Senior Services Program (MSSP), in the amount of $1,847,820, is 50% federally funded ($923,910) and 50% state funded ($923,910). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2026-27 budget.
BACKGROUND INFORMATION
MSSP provides comprehensive social and healthcare management services, along with a wide range of supportive services for eligible older adults. These services include housing assistance, minor home repairs, non-medical home equipment, chore services, personal and respite care, transportation (escort and one-way trips), nutritional meal services, and communication devices. DAAS has been delivering program services since 1985.
In 2026-27, DAAS anticipates providing MSSP services to an estimated 345 eligible older adults each month. Eligibility requirements include, but are not limited to, individuals being 60 years of age or older and able to be served within the MSSP cost limitations.
The Federal Older Americans Act promotes the welfare and dignity of older adults by providing valuable services to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens. In 1976, the State of California designated San Bernardino County as an Area Agency on Aging. As a result of this designation, DAAS receives annual funding to administer MSSP services. DAAS recommends approval of the Revenue Contract to ensure the program services can continue to be performed.
DAAS requests delegated authority to execute and submit any non-substantive amendments to the MSSP Revenue Agreement to ensure that executed documents are returned in a timely manner as required by the State.
