FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Amendment No. 3 will extend the term of the contract for information technology (IT) consulting services by 19 months and increase the contract amount by $491,260, from $479,920 to $971,180. Adequate appropriation is included in the County Administrative Office - Automated Systems Development 2026-27 budget and will be included in future recommended budgets. Existing appropriation was approved by the Board of Supervisors (Board) on May 5, 2026 (Item No. 37), which included agreements with Oracle America, Inc. for the Human Capital Management Software Implementation Services Replacement Project (Project) and project-related implementation and support costs. The services provided by Lasting Impact Solutions, LLC (LIS), through Contract No. 25-395, are part of the project-related implementation and support costs.
BACKGROUND INFORMATION
The Innovation and Technology Department manages the County’s Human Capital Management system (HCM), for payroll and benefits, known as the Employee Management and Compensation System (EMACS). In recent years, it was determined that a full replacement of EMACS was necessary due to the age of the system, which has caused limitations in managing and enhancing the system as needed and has required extensive resources to implement ongoing updates. The replacement of EMACS requires IT consulting to ensure the project’s success.
On September 6, 2024, as a result of a non-competitive procurement, the Purchasing Department (Purchasing) approved Contract No. 4400026513 with LIS for IT consulting services for a total contract amount of $200,000, for a total contract term of September 3, 2024, through September 2, 2025. These services include overseeing and driving organizational change management, ensuring smooth transitions and successful execution of the Project. The consultant under this contract is responsible for the development of change strategy, communication planning, risk management, performance tracking and continuous improvement throughout the Project.
On October 8, 2024, Purchasing approved Amendment No. 1 to Contract No. 4400026513 with LIS to update the hourly rate from $125.00 to $140.00 and various contract language.
On June 10, 2025 (Item No. 58), the Board approved Amendment No. 2 to Contract No. 4400026513, which was subsequently renamed Contract No. 25-395, with LIS to continue IT consulting services related to the Project, increasing the total contract amount by $279,920, from $200,000 to $479,920, and extended the contract term by one year, for a total contract term of September 3, 2024, through September 2, 2026.
Amendment No. 3 will continue IT consulting services from LIS, increasing the total contract amount by $491,260, and extend the term through March 31, 2028. The project schedule was reliant on finalizing the awarded vendor agreement with Oracle. The expanded timeline requires additional hours on Contract No. 25-395 with LIS and, therefore, additional cost. Continuing with the current consultant is the most cost-effective and efficient approach for the County, as it avoids disruption, delays, and additional costs associated with onboarding a new consultant. The expected go-live date for the HCM system is December 31, 2027.
