FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $12,511,811 for Clubhouse and Community Connections will be funded by the Mental Health Services Act. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. As a part of the DBH system of care, Clubhouse and Community Connections (Clubhouses), as peer-run centers, provide an array of mental health service interventions to assist adults 18 years old and over in their recovery from mental illness and/or substance use to function positively both socially and vocationally. Interventions are designed to restore or maintain enhanced self-sufficiency through a “community” designed to create a restorative environment where individuals are assisted to achieve or regain the confidence and skills necessary for daily life.
Since its inception in 1994, Clubhouses have provided services rooted in a Recovery, Wellness and Resilience approach, which involves collaborating with the participant (member) to facilitate hope and empowerment, with the goals of counteracting internal and external “stigma”. The program encourages member self-management, which includes making their own choices, re-integrating the member back into their community as a contributing member, and achieving a satisfying and fulfilling life. Within this atmosphere, members and staff work side-by-side to provide educational, vocational, social and recreational activities.
Clubhouses continue to be utilized throughout the County and have been recommended for expansion to additional communities by community stakeholders including consumers, family members, first responders, homeless outreach workers, behavioral health providers and other involved stakeholders. There are currently 10 DBH and Provider peer-run Clubhouses operating within the county, including the cities of San Bernardino, Fontana, Ontario, Victorville, Barstow, Lucerne, Yucca Valley, Rialto, Needles and Loma Linda. In 2021-22, contracted Clubhouses served over 5,500 members.
PROCUREMENT
On February 17, 2023, the County Administrative Office approved and authorized the release of Request for Proposals (RFP) No. DBHE23-ADMN-4894 through the Electronic Procurement Network (ePro), to solicit interested and qualified organizations and agencies to provide Clubhouse services. The RFP was publicly advertised in local newspapers and through direct mailings to more than 600 community-based organizations, service providers, and other interested parties.
A bidder’s conference was held on March 21, 2023. Two proposals were received in response to the RFP by the established deadline. Both proposals met the minimum requirements and were reviewed during the evaluation process.

The evaluation committee, comprised of seven individuals with representation from San Bernardino College, Santa Barbara County Department of Behavioral Wellness, California Department of Rehabilitation, and DBH reviewed and evaluated the proposals based on the criteria referenced in the RFP. This included, but was not limited to: ability to serve the target population, proposed program services and strategies; ability to service the number of unduplicated participants, readiness to provide services, experience, staffing levels and qualifications, appropriateness of facility (in Geographic Service Option/area, near mass transit, facility layout, laundry/shower facilities, etc.); ability to serve specific geographic area; and the ability to perform outcome measures.
Based on the evaluation results of the proposals, Pacific Clinics was recommended for a contract award for six of the eight geographical areas identified in the RFP (Rialto, Needles, Yucca Valley, Lucerne, Yucaipa, and Apple Valley), for a total amount of $12,51,811. The proposals submitted indicated this agency will provide the most adequate and appropriate services and will be ready to provide services by the contract start date in the specified regions. This agency is currently providing Clubhouse services to consumers through facilities located throughout San Bernardino County.
The agency not recommended for contract award was notified by letter via electronic mail including their ability to submit a formal written protest to the Purchasing Director based on the criteria in the RFP. No written protests were received.
DBH will monitor contractor performance on a regular basis to ensure compliance standards are met. Contract monitoring is inclusive of, but not limited to, site visits and assessments of policy, procedures, process implementation, and service delivery components, to ensure compliance with the contract and applicable laws and regulations. The fiscal review ensures costs claimed are reasonable, allowable, and in compliance with related financial records and procedures.
