Recommendation

Approve Amendment No. 2 to Agreement No. 22-781 with Chicago-Soft, Ltd., for enterprise server software, maintenance, and support, increasing the agreement amount by $11,083, from $40,631 to $51,714, and extending the term by one year, for a total term of September 22, 2022 through September 21, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). ITD’s operating costs are recovered via service rates approved annually by the Board of Supervisors (Board). The total prepaid annual cost for Amendment No. 2 (Amendment) to Agreement No. 22-781 (Agreement) for enterprise server software, maintenance, and support is $11,083 and is included in the Innovation and Technology Department’s (ITD) Computer Operations 2026-27 budget.

 

BACKGROUND INFORMATION

ITD’s Enterprise Infrastructure Division manages the enterprise server, also referred to as the mainframe, which is used to run critical County department applications, such as the Jail Information Management System and the Juvenile Network. ITD utilizes Multiple Virtual Storage (MVS) QuickRef software to help diagnose error codes when troubleshooting issues on the enterprise server. The Agreement with Chicago-Soft, Ltd. (CSL) is required to use MVS QuickRef software and to receive maintenance and support of the software. The Amendment increases the Agreement by $11,083, for a total of $51,714, and extends the Agreement by one year, until September 2027, to continue receiving maintenance and support of the software.

 

On August 23, 2022 (Item No. 30), as the result of a non-competitive procurement, the Board approved Agreement No. 22-781, including non-standard terms, with CSL, for enterprise server software, maintenance, and support, in the amount of $29,871, for the period of September 22, 2022, through September 21, 2025.

 

On September 9, 2025 (Item No. 37), the Board approved Amendment No. 1 to Agreement No. 22-781 to increase the Agreement amount by $10,760, for a new total of $40,631, and extend the Agreement for an additional year, for the period of September 22, 2022, through to September 21, 2027.

 

ITD recommends approval of Amendment No. 2 to Agreement No. 22-781 with CSL for the continued use of the MVS QuickRef software, including future updates and patches related to security and performance issues to ensure that County applications on the enterprise server perform as needed.
