FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as there is no cost or financial impact associated with the termination of the Master Service Agreement (MSA) with Web.com Group, Inc. (Web.com). Continued use of Web.com domain name registration services will be processed in accordance with County Policy 11-05, appropriate approval authority, and budget availability, as applicable.
BACKGROUND INFORMATION
The Innovation and Technology Department (ITD) has utilized Network Solutions, LLC, a subsidiary of Web.com domain registration services, to provide centralized management, purchase, and renewals for customer website domain names requested by ITD and supported County departments since 2017. Examples of these domain names include sbcovid19.com, sbcountyelections.com, and countywideplan.sbcounty.gov.
On June 28, 2022 (Item No. 54), the Board of Supervisors (Board) approved Master Service Agreement (MSA) No. 22-526, including non-standard terms, with Web.com, for domain name registration services for the period beginning June 28, 2022 and continuing until terminated.
On January 22, 2026, Web.com made substantive changes to its MSA, which superseded all prior versions. The update to the MSA became known to ITD in April 2026 as part of ITD’s annual term review prior to renewal. As a result, the original MSA is no longer valid or in effect, and formal acknowledgment of its termination by the Board is recommended for administrative record keeping and clarity.
The new MSA was approved by the Purchasing Department on April 23, 2026, as a non-competitive procurement in accordance with County Policy 11-05 and 11-05 SP and will remain in effect until terminated by either party.
