Recommendation

Approve Amendment No. 1 to Contract No. 23-210 with 21 Tech, LLC, for Information Technology Staffing Services, to change the vendor name from 21 Tech, LLC to Talent Table, LLC, with no changes to the existing fixed contract rates or the contract term of March 28, 2023 through March 27, 2028.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). This amendment is being made solely to reflect a name change and does not create any financial impact. The costs associated with the utilization of these recommended contracts will be incurred on a fee-for-service basis. Departments and separate entities that utilize information technology (IT) staffing services are responsible for ensuring adequate funding is included in their respective department budgets. Vendor fees are based on the position requested and the length of the project.

 

BACKGROUND INFORMATION

San Bernardino County (County) departments (departments) and separate entities rely on a variety of business applications (e.g., financial, payroll, budget, Human Resources, document imaging, and public websites) that require ongoing development, enhancement, and maintenance. While some departments manage their own systems, many require outside expertise to meet specialized, time-sensitive project needs.

 

Under County Policy 11-04, outside service providers may be used when special skills are required. To meet workload demands and project deadlines, departments, including the Innovation and Technology Department (ITD), utilize contract IT staff through a work order process. This process involves creating a work order with project details, soliciting resumes from contracted staffing agencies, and selecting candidates for interview and hire. ITD generally manages this process, however, departments with their own IT teams may also manage their own process separately.

 

The IT staffing contracts streamline procurement, reduce costs, and prevent project delays by ensuring timely access to specialized staff.

 

On January 3, 2022, the Purchasing Department (Purchasing) released Request for Proposals (RFP) No. AGENCY22-PURC-4398 through the County’s Electronic Procurement Network to solicit qualified vendors for a five-year IT staffing contract. A total of 72 proposals were received and evaluated by Purchasing and staff from multiple departments with IT expertise. Evaluations considered responsiveness, pricing, qualifications, and experience. Based on the results, 24 vendors were selected for award.

 

On March 28, 2023, (Item No. 44), as the result of a successful competitive procurement, the Board of Supervisors (Board) approved multiple contracts, including Contract with 21 Tech, LLC to provide information staffing services on an as-needed, fee-for-services basis, for the period of March 28, 2023 through March 27, 2028.

 

On April 10, 2026, 21 Tech, LLC notified the County of its name change and would now operate under the new name Talent Table, LLC (Talent Table). The Amendment could not be brought to the Board sooner, as additional time was required for Purchasing to process the amendment through Purchasing’s internal review process, including completion of fiscal, administrative, and legal approvals.

 

Approval of the Amendment will allow the County to assign Contract No. 23-210 to Talent Table. This item is being presented at the first available Board meeting following completion of the required reviews.
