Recommendation

Approve Amendment No. 1 to Master Subscription Agreement No. 23-1061 with Aidoc, Inc., to continue the use of an artificial intelligence operating system, for software modules that analyze medical images at the Arrowhead Regional Medical Center Medical Imaging Department, increasing the amount by $1,138,972, from $439,875 to $1,578,847, and extending the agreement by four years, for a new term of September 26, 2023 through September 25, 2030.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the cost of $1,138,972 will be funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Aidoc, Inc’s (Aidoc) artificial intelligence solution provides software modules that analyze medical images directly after the patient is scanned and notifies the attending physicians of suspected critical findings to assist with prioritization of cases. The computer vision, a field of artificial intelligence that trains machines to process, analyze, and interpret visual inputs andextract information, automate tasks and make decisions based on visual information, used with this software detects all of the patient’s anatomy contained in a scan, which enables the detection of incidental and subtle findings that may be undetectable by the human eye. Aidoc offers the broadest artificial intelligence solutions for workflow prioritization for multidisciplinary medical teams, such as stroke, acute aorta and pulmonary embolism response teams, to ensure effective patient care management. The recommended Amendment will allow ARMC to continue to utilize Aido’s artificial intelligence solution in the ARMC’s Medical Imaging Department to enhance physician workflows and the coordination of care for patients.

 

On September 26, 2023 (Item No. 13), as the result of a non-competitive procurement, the Board of Supervisors approved Master Subscription Agreement No. 23-1061, including non-standard terms, with Aidoc for an artificial intelligence operating system in the ARMC Medical Imaging Department, for an amount of $439,875, for an agreement term of September 26, 2023 through September 25, 2026.

 

The initial term is being extended for an additional four-year period through this Amendment. The Amendment includes an expansion of the Mammography module and the addition of the Customer Success Tier, which includes onboarding project management, technical setup and implementation, workflow optimization and training, and data governance support (the rules, roles, and processes that controls how an organization collects, uses, and protects its data), all of which contribute to the increased cost of services. Additionally, pricing for AI technology has increased over the past three years, resulting in the need for additional funding to support the enhanced services. This Amendment also locks in the current pricing for the next four years, providing cost stability and protecting the County from future price increases during the extended term.

 

ARMC recommends approval of the amendment to provide for the health and safety of ARMC patients providing a software solution which analyzes medical images directly after the patient is scanned and notifies the attending physicians of suspected critical findings.
