RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award agreement (State Agreement No. 25-10814) from the California Department of Public Health for Epidemiology and Laboratory Capacity Strengthening Hospital Acquired Infections/Antimicrobial Resistance Program funding, in the amount of $112,248.02, for the period beginning upon execution and continuing through June 30, 2027.

2.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments related to the grant award agreement on behalf of the County, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit any non-substantive amendments in relation to the grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The grant award in the amount of $112,248.02 from the California Department of Public Health (CDPH) for the Epidemiology and Laboratory Capacity Strengthening Hospital Acquired Infections/Antimicrobial Resistance Program (ELC SHARP) funding does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in the 2026-27 Recommended Budget.

 

BACKGROUND INFORMATION

CDPH provides ELC SHARP funding to local public health laboratories to enhance testing capacity for healthcare-associated infections and support expansion of antimicrobial resistance surveillance. Antimicrobial-resistant infections have increasingly been identified in local hospitals, skilled nursing facilities, and long-term acute care facilities. DPH collaborates with these facilities to increase patient screening for antimicrobial-resistant pathogens. ELC SHARP funding is used for testing supplies and software, as well as courier services for delivery of specimens.

 

On April 1, 2025, pursuant to County Policy 05-13, the County Administrative Office authorized the submission of an application to CDPH for ELC SHARP funding, in the amount of $377,705, for a period beginning upon award issuance and continuing through July 31, 2027.

 

On April 21, 2026 (Item No. 34), the Board approved the submission of legally binding forms not included in the original application to receive a grant award agreement for ELC SHARP funds.

 

On April 21, 2026, DPH received grant award agreement (State Agreement No. 25-10814) (Agreement) from CDPH for ELC SHARP funding, in the amount of $112,248.02, for the period beginning upon execution and continuing through June 30, 2027, one month shorter than the period reflected in the submitted application. The award allocation is based on the availability of CDPH ELC SHARP funding and DPH’s current capacity and funding requirements to perform healthcare-associated infections and antimicrobial resistance testing.

 

Approval of this item would allow DPH to continue testing for healthcare-associated infections and antimicrobial resistance. DPH is recommending delegated authority to accept and approve any non-substantive amendments related to the Agreement. Any substantive amendments to the Agreement will be brought back to the Board of Supervisors for consideration.
