Approve Amendment No. 1 to Construction Contract No. 26-46 with Healthcare Design & Construction, LLC, for the Arrowhead Regional Medical Center Nurse Call System Project in Colton, increasing the total contract amount by $4,373,844, from $11,211,561 to $15,585,405, and extending the completion date by 240 calendar days, from 547 to 787 calendar days from issuance of the Notice to Proceed (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 1, in the amount of $4,373,844, will be fully funded within the Arrowhead Regional Medical Center (ARMC) Nurse Call System Project (Project) (WBSE 10.10.0949). The Project has a total approved budget of $35,017,866, which is funded with ARMC Enterprise Funds, as part of the 2026-27 Capital Improvement Program (CIP) Budget approved by the Board of Supervisors (Board) on June 9, 2026 (Item No. 126).

 

BACKGROUND INFORMATION

On June 8, 2025, the Assistant Executive Officer, pursuant to County Policy 11-15, determined the Project to be categorically exempt from further review under the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations) Section 15301, Class 1, subsection (a), Existing Facilities, as described in the Notice of Exemption. Section 15301 provides a categorical exemption for projects involving minor alterations to existing facilities with negligible or no expansion of capacity. All work involved in the Project is consistent with Class 1 exemptions and, therefore, will not have a significant environmental impact.

 

On January 27, 2026 (Item No. 29), the Board awarded Contract No. 26-46 (Contract) for the Project to Healthcare Design & Construction, LLC (HDC), the lowest responsive and responsible bidder. The Project includes the replacement of the existing Nurse Call System, installing a Real-Time Locating System (RTLS) that includes staff badging, equipment tagging, and Centrak Infant Security System, as well as new Patient Information Boards and Digital Panels for patient monitoring.

 

As part of the nurse call system replacement, new dome lights will be installed at every patient bed, exam room, procedure room, and imaging room. These new dome lights need to be tied into the existing smoke detection system. During the design of this scope of work, it was determined that the new devices would need relays to communicate with the existing smoke detectors. Johnson Controls, Inc. (JCI), the manufacturer of ARMC's fire alarm system, identified that the existing nearly 30-year-old smoke detectors are not compatible with the new dome lights and must be replaced to ensure proper system integration.

 

Since the existing fire alarm (FA) system needs to be upgraded and is a proprietary system through JCI, ARMC would like to replace it with a non-proprietary system to allow for easier replacement and servicing in the future. PFMD directed HDC to provide options for non-proprietary systems and TRL Systems was deemed to be the most cost effective and had the best approach to executing the replacement of the existing fire alarm system while minimizing the impact on the hospital.

 

Approval of Amendment No. 1 will compensate the Contractor for the additional work needed to upgrade the existing FA System discovered during construction coordination of the Project. The original contract scope did not include the extent of modifications necessary to integrate the new Nurse Call System with the existing FA infrastructure and to comply with current code and regulatory requirements. This additional work includes the replacement of existing FA system devices, including smoke detectors, duct detectors, chime/strobes, and FA control equipment; installation of new electrical boxes, conduits, supports, power, and low voltage cabling; installation of new inline duct detectors; opening walls and ceilings for new smoke devices to meet current building codes; patching and painting; firestopping; and acoustical ceiling repairs required to access and install new devices; modular containment units to maintain hospital operations and infection control during construction; electrical testing and air velocity readings required for system commissioning; Americans with Disabilities Act upgrades; UL-listed FireWorks stations; project general labor, clean-up, general conditions, and general requirements; and applicable contractor markups, insurance, bonding, and taxes. This work will add 240 calendar days to the schedule, and it encompasses design services for the FA system upgrade and Health Care Access and Information plan approval.

 

The Project is consistent with the County Administrative Office approved CIP Project No. 20-163.

 

Public Contract Code section 20136 requires all construction contract amendments to have four vote approval by the Board.
