Recommendation
Approve Amendment No. 1 to non-financial Memorandum of Understanding Contract No. 22-1256 with Loma Linda University Children’s Hospital dba Resiliency Institute for Childhood Adversity, to provide specialized services for youth who have experienced abuse, traumatic incidents, and other adverse trauma, updating the scope of work, with no change to the contract period of January 1, 2023 through December 31, 2027.

BACKGROUND INFORMATION
In May 2018, Loma Linda University Health (LLUH) launched the 13th LLUH Institute, the Resiliency Institute for Childhood Adversity (RICA), to be operated through the Loma Linda University Children’s Hospital (LLUCH). RICA was created to improve awareness regarding the need for long-term trauma-informed pediatric medical services and to expand these services to a larger population of vulnerable children within the community. RICA provides trauma-informed multi-disciplinary holistic care to children with a disproportionate number of adverse childhood experiences, such as physical or sexual abuse, neglect, exposure to violence in the home or community, etc.
RICA seeks to remove barriers to care by providing easy-to-access, quality evidence-informed, and evidence-based medical and mental health care delivered in a coordinated and collaborative patient-centric setting. RICA intends to build a network of care providers to expand these services throughout the region. RICA provides creative cross-disciplinary medical, mental health, and educational activities, including trauma-informed educational programming, mentoring, and scholarships for its patient population.
RICA’s clinic is located near Loma Linda University Medical Center. The clinic serves all children in the Inland Empire, with priority given to Children and Family Services (CFS) and court- dependent youth. Children receive comprehensive assessments and ongoing treatment from professionals experienced in trauma-informed care, ensuring a consistent, well-coordinated continuum of services.
On December 13, 2022 (Item No. 28), the Board of Supervisors approved the non-financial MOU with LLUCH dba as RICA to provide integrated trauma-informed medical and mental health care and other services for the period of January 1, 2023 through December 31, 2027.
Approval of the recommended amendment will allow CFS to continue to refer clients to RICA for integrated trauma-informed care and other services for children ages zero through 17, throughout the county, and will modify the scope of work to provide forensic interviews and exams for children and youth being served under this MOU.
Performance of the MOU will be monitored by review of monthly reports to ensure compliance with the administrative and program requirements. The MOU may be cancelled at any time upon 30 days’ written notice.
