Recommendation
Approve non-financial contracts with the following agencies, to provide dental services to children enrolled in Early Head Start, Early Head Start - Child Care Partnership, Head Start, and State Preschool programs at designated Preschool Services sites, for the period of September 1, 2026 through August 31, 2031:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this is non-financial in nature. The contractors will bill Denti-Cal, other third-party payers, or public programs for services provided. The Preschool Services Department (PSD) will not be responsible for any compensation for these services.
BACKGROUND INFORMATION
PSD operates the Early Head Start (EHS), Early Head Start - Child Care Partnership (EHS-CCP), Head Start (HS), and State Preschool programs (SPP) and serves more than 2,000 children through direct services at locations throughout San Bernardino County (County). These programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages zero to five years with the overall goal of increasing family engagement and the school readiness of young children in economically disadvantaged families.
PSD has partnered with dental service providers to provide dental services to children enrolled in EHS, EHS-CCP, HS, and SPP countywide. The current non-financial contracts for these dental services expire on August 31, 2026. The recommended contracts will allow PSD to continue providing dental services to children enrolled in programs at designated PSD school sites. Multiple providers were engaged after independently expressing interest in offering services, allowing PSD to expand access and improve services throughout the county. This enhances PSD’s ability to meet the needs of enrolled children by increasing provider availability and geographic reach.
Services to be provided by the recommended contractors include dental disease risk assessment, preventive care procedures such as application of fluoride varnish, dental prophylaxis, and periodontal scaling; health promotion and prevention education; and periodic dental examinations for continuity of care. Pursuant to federal HS guidelines, initial dental screenings are required within 90 days of when the child first attends the program.
The Contractors in Recommendation Nos. 1 and 2 will be monitored by review of monthly reports on program performance to ensure compliance with the administrative and program requirements of the contracts. Contractors will cooperate with the County in the monitoring and evaluation of services and comply with all reporting requirements established by these contracts. The contracts may be terminated without cause by the County with 30 days written notice.
