Recommendation
Approve the non-financial Memorandum of Understanding, including non-standard terms, with Housing Authority of the County of San Bernardino, for No Child Left Unsheltered program services, for a total period of July 1, 2025, through June 30, 2030.

This item does not impact Discretionary General Funding (Net County Cost), as this is a non-financial Memorandum of Understanding (MOU).
BACKGROUND INFORMATION
The Department of Behavioral Health (DBH) is responsible for providing mental health and Substance Use Disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. An integral part of the service delivery system consists of County-operated and contracted service providers delivering a variety of mental health treatment services. The No Child Left Unsheltered (NCLU) program's goal is to ensure there are no children living on the street in the County. This approach addresses the ongoing housing instability experienced by families, which is detrimental to the overall health, well-being, and development of children.
On April 17, 2015 (Item No. 22) DBH and the Housing Authority of the County of San Bernardino (HACSB) entered into a MOU to provide intensive case management services to homeless unsheltered children and their families. HACSB offers referrals for Behavioral Health Services, Emergency...
