Recommendation

Approve Amendment No. 1, effective July 1, 2020, to Revenue Contract No. 17-311 with StateFoodSafety.com, for the continued provision of an online food handler training and assessment program for San Bernardino County residents to obtain food handler certifications, exercising both one-year extension options, for the total contract period of July 1, 2017 through June 30, 2022.

FINANCIAL IMPACT

This item has no impact to Discretionary General Funding (Net County Cost).  StateFoodSafety.com collects fees from customers for online food handler training.  Based on the number of customers who participate in the online training, a portion of the fees collected will be returned to the County. It is estimated that approximately $854,000 will be generated in revenue for 2019-20.  Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2020-21 recommended budget and future recommended budgets.  The revenue collected will be used to support staffing costs to provide customer service and assist facilities to improve food safety.

 

BACKGROUND INFORMATION

DPH, through Environmental Health Services (EHS), has offered and administered an accredited food safety certification training program for over 30 years.  In 2011, EHS elected to offer this program online to make it more accessible to San Bernardino County residents and to keep pace with evolving industry standards and related technology.  Under the terms and conditions of the recommended amendment to the revenue contract with StateFoodSafety.com, DPH will continue to provide San Bernardino County residents with the ability to obtain food handler certification through an online training and assessment program.  DPH anticipates approximately 61,000 residents will utilize the online training program and generate approximately $854,000 in revenue annually.

 

PROCUREMENT

On May 23, 2017 (Item No. 86), as the result of a formal procurement, the Board of Supervisors approved Contract No. 17-311 with StateFoodSafety.com for the provision of an online food handler training and assessment program for San Bernardino County residents, for the period of July 1, 2017 through June 30, 2020, with the option to extend two additional one-year periods.

 

The recommended amendment will exercise both of the one-year extension options, resulting in a total contract term of July 1, 2017 through June 30, 2022.
