RECOMMENDATION(S)
Recommendation
Award a contract to Southstar Engineering & Consulting, Inc. to provide Construction Management Services for the Glen Helen Parkway Bridge over Cajon Wash Project in the Devore area, in an amount not to exceed $5,292,887.28, for the period of October 22, 2024, through October 21, 2029, or until completion of the project, whichever occurs first.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The contract with Southstar Engineering & Consulting, Inc. (SEC) to provide Construction Management Services for a total not to exceed $5,292,887.28 will be funded by the Federal Highway Administration's Highway Bridge Program (88.53%) with the local match (11.47%) funded by the General Fund Community Service Upgrades Reserves, as approved by the Board of Supervisors on July 23, 2024 (Item No. 52). Sufficient appropriation and revenue are included in the Department's Road Operations 2024-25 budget (6650002000 H14646) and will be included in future recommended budgets as necessary.
