RECOMMENDATION(S)
Recommendation
1. Accept and approve Grant Award Agreement from the Tulare County Superintendent of Schools for the California Friday Night Live Partnership supporting the following local youth campaigns:
a. Youth Council Development/Chapter Expansion, in the amount of $10,500, for the period of July 1, 2019 through June 30, 2020.
b. Betting On Our Future: Underage and Problem Gambling Awareness, in the amount of $3,000, for the period of October 1, 2019 through June 30, 2020.
2. Accept and approve Grant Award Agreement from the Tulare County Superintendent of Schools for the California Friday Night Live Partnership supporting the local youth campaign of Underage Drinking and Traffic Safety, in the amount of $21,000, for the period of October 1, 2019 through September 30, 2020.
3. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to submit any subsequent non-substantive amendments to the grant award agreements on behalf of the County, subject to review by County Counsel.
4. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award agreements to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant funding in the total amount of $34,500 for these campaigns is funded by the Friday Night Live Partnership (FNLP), the California Department of Public Health Office of Problem Gambling, and the California Office of Traffic Safety and does not require a match. Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2019-20 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval. Adequate appropriation and revenue will be included in DPH’s 2020-21 recommended budget.
BACKGROUND INFORMATION
FNL partnership grants provide monetary support for youth at local FNL chapters. FNL is a youth development program that promotes youth to make healthier choices regarding underage drinking, tobacco use, substance abuse, and problem gambling. The grant funding will be passed through to 15 local chapters to support their development and facilitation of FNL campaigns to help students develop their leadership skills and make healthier choices. Since 2013, DPH has partnered with local FNL chapters in order to receive this grant funding to support youth prevention activities at their local schools and clubs that have been certified as FNL chapters.
On September 10, 2019, the County Administrative Office approved the submission of grant applications to FNL in the total amount of $34,500, for the following FNL campaigns:
• Youth Council Development/Chapter Expansion: $10,500 in funding to purchase promotional materials and equipment to support the campaigns. Funds will be passed through directly to the following seven FNL chapters to support their prevention campaigns to bring awareness of tobacco use, underage drinking, problem gambling, and substance abuse: Frisbie Middle School (Rialto); Bradley Elementary (San Bernardino); Sierra High School (San Bernardino); San Gorgonio High School (San Bernardino); San Bernardino High School (San Bernardino); Arroyo Valley High School (San Bernardino); Martin Luther King Middle School (San Bernardino).
• Betting On Our Future: Underage and Problem Gambling Awareness: $3,000 in funding to purchase promotional materials and equipment to support the campaigns. Funds will be passed through directly to the Chaparral High School (Phelan) ASB FNL chapter site to support prevention campaigns to bring awareness to underage and problem gambling.
• Underage Drinking and Traffic Safety: $21,000 in funding ($3,000 per chapter) to purchase promotional materials and equipment to support the campaigns. Funds will be passed through directly to the following seven FNL chapters to support prevention campaigns to bring awareness to underage and problem gambling: Oak View High School (Yucaipa); Buena Vista Continuation High School (Chino); Granite Hills High School (Apple Valley); Adelanto High School (Adelanto); HEAL Club, Colton High School (Colton); Bloomington High School (Bloomington); and Citrus Valley High School (Redlands).
On January 23, 2020, DPH received the grant award agreements from the Tulare County Superintendent of Schools for the FNL Youth Council Development/Chapter Expansion, Betting On Our Future: Underage and Problem Gambling Awareness, and Underage Drinking and Traffic Safety campaigns. This item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact on FNL activities.
