BACKGROUND INFORMATION

OES administers the WebEOC system that has been designated as the County’s disaster communication platform. During the activation of the County’s Emergency Operations Center, this platform is utilized by all County departments and the 24 cities and towns throughout the region. WebEOC allows stakeholders a real-time platform to report critical information, which creates a common operating picture and increases situational awareness.

On July 26, 2016 (Item No. 14), as a result of non-competitive procurement, the Board of Supervisors (Board) authorized the Purchasing Agent to issue a Purchase Order for the implementation of WebEOC software services from July 26, 2016 through May 31, 2018.

On December 5, 2023 (Item No. 29), the Board approved Agreement No. 23-1309, including non-standard terms, with ESi for WebEOC services and the transition of the system from a locally hosted environment to a vendor-hosted environment, in the amount of $392,112, for the period of January 1, 2024, through June 30, 2028. Exhibit A identifies an initial 36-month subscription period, followed by optional periods of 12 months for Year 4 and six months for Year 5, both within the previously approved agreement term. These optional periods precede the automatic 12-month renewal periods described in Exhibit A. Through Amendment No. 1, the County is requesting Board approval to exercise optional Years 4 and 5 and add an additional WebEOC Premium Board Subscription, increasing the agreement amount without changing the previously approved term.

Approval of Amendment No. 1 to Agreement No. 23-1309 will allow OES to exercise optional Years 4 and 5 of the agreement, without any change to the agreement’s term of January 1, 2024 to June 30, 2028, and to add a WebEOC Premium Board Subscription, in the amount of $67,563.70, to enhance WebEOC capabilities. The addition of the WebEOC Premium Board Subscription is necessary to ensure that the San Bernardino County Emergency Operations Center has access to enhanced tools that support situational awareness, information sharing, resource coordination, and incident management among the County’s Operational Area partners during emergency activations.

OES recommends approval of Amendment No. 1, as the continued use and enhancement of WebEOC will support effective emergency coordination, information sharing, and situational awareness among the County’s Operational Area partners during emergency activations.
