Recommendation
Approve travel and related expenses for 40 San Bernardino County Resource Parents to attend the California State Foster Parent Association 49th Annual Training Conference in Ontario, in an amount not to exceed $15,521, for the period of September 24, 2026 through September 26, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total estimated cost for travel and related expenses to attend the California State Foster Parent Association (CSFPA) 49th Annual Training Conference (Conference) will not exceed $15,521, with 57% ($8,847) federally funded and 43% ($6,674) funded through 2011 Realignment Funds. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget. Lodging costs are included for up to seven Resource Parents traveling from remote areas of the county, where daily commuting would present a barrier to conference attendance.

BACKGROUND INFORMATION
Children and Family Services (CFS) is dedicated to the safety, protection, and permanency of children in San Bernardino County (County) and the promotion of child and family well-being. The most effective means of preserving every child’s right to be raised in a safe, permanent family is by empowering society’s ability to support and strengthen families.
CFS values and depends on the collaboration with community agencies and private citizens to protect the County’s children. Working within its mission, CFS respects the dignity, integrity, and uniqueness of each family and adheres to the philosophy that intervention and removal are warranted only when children are found to be at substantial risk in their home. Foster care provides a safe home and nurturing environment for children who have been removed from their homes because of abuse or neglect. The County’s Resource Parents, who are licensed through the CFS resource family approval process, must meet licensing standards set forth by the California Department of Social Services (CDSS) written directives.
The State encourages networking and support for Resource Parents. Throughout the year, Resource Parents from across California who are members of the Foster Parent Association participate in local, state, and national training conferences. These events provide an optimal growth experience for Resource Parents through training and by engaging with others in the community. These conferences bring together Resource Parents who have undergone continuous training to care for foster youth, allowing them to share their experiences as well as providing an opportunity to learn from nationally recognized experts in a multitude of disciplines.
Conference organizers recruit experts in child welfare and related areas to address issues related to the care of children in foster care. Scheduled speakers for the CSFPA Conference include representatives from the CDSS and provide a regional meeting or forum for foster parents to share relevant issues and experiences with other foster parents from other counties.
CFS selected 40 Resource Parents throughout the county to attend the CSFPA Conference and participate in several workshops designed to enhance the knowledge and skill sets of these parents who care for foster children. Some of the workshop topics for this year’s Conference include: Positive Parenting Strategies, Gangs and Drugs, Fentanyl, Trauma Responsive Care, and Crisis and Behavior Management. These Resource Parents are in good standing, currently have placements for County children, and have expressed interest in attending the CSFPA Conference. CFS believes the Resource Parents will benefit from attending the Conference and participating in the breakout workshops offered.
