RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 3 to Revenue Agreement No. 23-35, which includes Schedule A, with the Victor Valley Transit Authority, for the Sheriff/Coroner/Public Administrator to provide law enforcement services for the Passenger Bus System covering the High Desert cities and unincorporated county areas, increasing the contract amount by $3,341,156, from $7,846,881 to $11,188,037, and exercising the second option to extend the term by one year, for a new total period of February 1, 2023 through June 30, 2027.
2. Authorize the Sheriff/Coroner/Public Administrator or Undersheriff to revise and execute any non-substantive amendments to Schedule A with the Victor Valley Transit Authority, to update the cost of service based on the Board of Supervisors’ action related to changes in employee salary and benefits cost or service level changes requested by the Victor Valley Transit Authority in 2026-27, subject to review by County Counsel.
3. Direct the Sheriff/Coroner/Public Administrator to transmit any non-substantive amendments to Schedule A to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed Amendment No. 3 (Amendment) updates Revenue Agreement No. 23-35 (Agreement), to include revenue of $3,341,156, for the period of July 1, 2026 to June 30, 2027, which includes recovery of both direct and indirect costs for the Sheriff/Coroner/Public Administrator (Department), to provide law enforcement services for the Victor Valley Transit Authority’s (VVTA) bus system during the same period. Sufficient appropriation and revenue are included in the Department’s 2026-27 budget.
BACKGROUND INFORMATION
VVTA is a public transit agency providing bus, Americans with Disabilities Act paratransit, and vanpool services to the County’s High Desert cities and communities in the unincorporated areas, commuter service to the Fort Irwin National Training Center, and connecting service from the High Desert to the Inland Empire.
On January 24, 2023 (Item No. 54), the Board of Supervisors (Board) approved the Agreement with VVTA in an amount of $714,082 for the period of February 1, 2023 through June 30, 2025, with the option to extend by two additional one-year periods. In the same action, the Board authorized the creation of five new regular positions to fulfill the Agreement’s service level requested by VVTA.
On June 18, 2025 (Item No. 98), the Board approved Amendment No. 1 to the Agreement, increasing the original amount by $6,865,110, from $749,082 to $7,614,192; extended the term by one year through June 30, 2026, with the option to extend the Agreement by one additional one-year period; and authorized the Sheriff/Coroner/Public Administrator (Sheriff) or Undersheriff to revise and execute any non-substantive amendments to Schedule A with VVTA to update the cost of service based on the Board’s action related to employee salary and benefits costs for 2025-26. On the same action, the Board authorized the addition of three regular positions to the Agreement.
On September 9, 2025 (Item No. 36), the Board approved changes and increases to safety employees’ salaries and benefits that became effective October 4, 2025. Based on that Board action, on October 24, 2025, the Sheriff, under the Board-approved delegated authority to revise and execute any non-substantive amendments to Schedule A, executed Amendment No. 2 to update the cost of service increasing the Agreement’s amount by $232,689, from $7,614,192 to $7,846,881, with no changes to the Agreement’s term of February 1, 2023 through June 30, 2026, following County Counsel review.
This Agreement is beneficial to both VVTA and the County because having a dedicated law enforcement presence increases public safety on the High Desert’s passenger bus transit system. Approval of the proposed Amendment will approve the changes to the cost of the Agreement with VVTA and extend the period of service through June 30, 2027. In the event of a service level reduction to the Agreement, incumbent staff will be reassigned to existing vacant positions within the Sheriff’s Department, in accordance with existing procedures. The Agreement provides for termination by either party upon one-year advanced notice.
