RECOMMENDATION(S)
Recommendation
Approve non-financial Memorandum of Understanding with Montclair Hospital Medical Center for the continuity of care of Federally Qualified Health Center obstetric care patients, for a one-year period effective February 15, 2020, with automatic renewals for four successive one-year periods, with a maximum term of five years.

FINANCIAL IMPACT
The Memorandum of Understanding (MOU) is non-financial in nature and does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
The Department of Public Health (DPH) currently operates Federally Qualified Health Centers (FQHC) located in Adelanto, Hesperia, Ontario, and San Bernardino. FQHCs are required to follow United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) regulations. For FQHC patient continuity of care, HRSA requires FQHCs to enter into agreements with hospitals to establish procedures for direct patient care, emergency department visit or hospitalization of FQHC patients including hospital admission and discharge planning for patients receiving treatment at such hospitals.
