RECOMMENDATION(S)
Recommendation
1. Receive and file the 2025 General Plan Annual Progress Report, including the Housing Element Annual Progress Report portion in accordance with Government Code section 65400.
2. Direct the Director of the Land Use Services Department to file the 2025 General Plan Annual Progress Report with the Governor's Office of Land Use and Climate Innovation and the California Department of Housing and Community Development.

BACKGROUND INFORMATION
Each city and county in California is required to prepare annual progress reports (APR) of the status of its General Plan, progress in its implementation, and statutory reporting requirements related to the Housing Element portion of the General Plan (Government Code section 65400). The General Plan APR fulfills statutory requirements to assess General Plan implementation during the 12-month reporting period and explains how land use decisions relate to adopted goals, policies, and implementation measures of the General Plan.
