RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Revenue Agreement No. AD-2223-12) with the California Department of Aging to provide Aging and Disability Resource Connection Program services, in the amount of $659,400, for the period of July 1, 2022 through June 30, 2023.
2. Adopt a Resolution, as required by the California Department of Aging, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. AD-2223-12, on behalf of the County, subject to review by County Counsel, for the period of July 1, 2022 through June 30, 2023.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to transmit all documents and amendments in relation to the State Revenue Agreement No. AD-2223-12 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The Revenue Contract from the California Department of Aging (CDA) for the Aging and Disability Resource Connection (ADRC) Program in the amount $659,400 is 100% state funded. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2022-23 budget.
BACKGROUND INFORMATION
California Senate Bill 80 established the first state ADRC Infrastructure Grants Program in 2019. The ADRC program develops coordinated networks of programs and services (No Wrong Door Systems) to serve the needs of older adults, people with disabilities, and caregivers in navigating the fragmented and complicated system of Long Term Services and Supports (LTSS) and achieving their personal goals and preferences for healthy aging. The program assists in enabling consumers to access all LTSS programs through one agency, organization, coordinated network, or portal. ADRC core services and functions include: enhancing information and referral services by searchable resource systems and warm transfers and referrals between a wide array of organizations providing LTSS programs and services, options counseling to support the person-centered planning on needed services and available programs, short-term coordination for the purpose of stabilizing a situation in which a person may be at risk, and transitional services supporting the coordination of transitioning from health care facilities to home. Funding supports the infrastructure of developing, implementing, and sustaining the No Wrong Door System and estimates to assist approximately 4,200 consumers for the funding year.
In addition to accepting the ADRC funding, this item will adopt a Resolution, as required by CDA, authorizing the Chairman of the Board of Supervisors, Chief Executive Officer, or DAAS Director to execute all documents, including the Revenue Contract and any subsequent non-substantive amendments, in relation to the recommended Revenue Contract on behalf of the County, subject to review by County Counsel.
