RECOMMENDATION(S)

Recommendation

1.                     Adopt Resolution amending Resolution No. 2020-103, related to the Countywide Vision Equity Element Group and authorizing the transition toward a community-led model.

2.                     Approve Contract with Community Action Partnership of San Bernardino County, for administrative, fiscal, coordination, and transition support services related to the Equity Element Group transition effort, in an amount not to exceed $1,665,000, for the period of July 1, 2026 through December 31, 2028.

3.                     Approve Amendment No. 1 to Contract No. 4400019361 with Equity & Results Consulting LLC, changing the name for the contracting party from Equity & Results Partners, Inc. to Equity & Results Consulting LLC, extending the contract term by 22 months, for a total term of January 11, 2022 through December 31, 2028, updating the scope of work, and increasing the contract amount by $250,000 plus $10,000 in annual travel expenses, which reflects a decrease from $25,000 in annual travel expenses in the original contract, from $686,860 plus $25,000 annual travel expenses to a total not to exceed amount of $936,860 plus $10,000 in annual travel expenses.

4.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to the County Administrative Office’s 2025-26 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The Community Action Partnership of San Bernardino County (CAP) contract in an amount not to exceed $1,665,000, for the period of July 1, 2026, through December 31, 2028, will be funded by General Fund Contingencies.

 

Amendment No. 1 to Contract No. 4400019361 (Contract) with Equity & Results Consulting LLC (Equity & Results), to increase the contract amount by $250,000 plus $10,000 annual travel expenses will be funded with $181,000 in Countywide Vision Equity Reserve funding already programmed in the County Administrative Office’s (Department) 2025-26 budget and $79,000 by General Fund Contingencies.

 

 

The Department requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2025-26 budget, as detailed below:

BACKGROUND INFORMATION

The recommended actions will support the transition of the Countywide Vision Equity Element Group (EEG) from a County-supported initiative to a community-led model, while maintaining alignment with the Countywide Vision and continuing strategic community partnership efforts.

 

Approval of this item will approve a Resolution amending Resolution No. 2020-103, approve a contract with CAP for transition support services, and approve an amendment to the Contract with Equity & Results to support transition planning and implementation activities through December 31, 2028.

 

On June 9, 2020 (Item No. 64), the Board of Supervisors (Board) directed staff to work with Countywide Vision partners to establish Equity as an eleventh Vision Element and establish the Countywide Vision EEG. On the same date (Item No. 129), the Board adopted Resolution No. 2020-103 acknowledging racism as a public health crisis and formally establishing the EEG within the Countywide Vision framework.

 

Since its establishment, the EEG has supported collaboration among community stakeholders, County leadership, and partner organizations related to community engagement, workforce opportunity, small business outreach, housing stability, and other Countywide Vision-aligned initiatives.

 

On September 27, 2022 (Item No. 81), the Board approved continuation of EEG demonstration projects related to Countywide roundtables, department action planning, and community stakeholder engagement efforts.

 

On February 9, 2022, as a result of Request for Proposals No. CAO121-CAO5-4237, the Purchasing Department (Purchasing) approved the Contract with Equity & Results to provide strategic planning, facilitation, training, stakeholder engagement, and advisory services in support of the EEG initiative and related Countywide Vision efforts.

 

Recommendation No. 1 proposes a new Resolution to formally acknowledge the transition of the EEG toward a community-led model, while clarifying the County’s evolving role. The transition approach is intended to support continuity of ongoing community collaboration efforts while allowing the County to maintain appropriate oversight of contracted services during the phased transition period.

 

Recommendation No. 2 proposes a contract with CAP to provide administrative, fiscal, coordination, and implementation support services associated with the community-led transition model.

 

Recommendation No. 3 proposes Amendment No. 1 to the Contract with Equity & Results to extend the current term through December 31, 2028, and allow continued strategic planning, facilitation, advisory, and training services to support implementation of the phased transition effort.

 

PROCUREMENT

Purchasing supports the non-competitive contract with CAP due to CAP’s specialized expertise, established administrative infrastructure, existing community partnerships, and unique role as the County’s designated Community Action Agency supporting the transition of the Equity Element Group toward a community-led model.
