Recommendation
Approve Agreement with Edwards Lifesciences, LLC, for the purchase of SAPIEN 3 Ultra RESILIA transcatheter heart valves, Commander Delivery Systems, and related products used to treat severe aortic valve stenosis or restenosis, in the amount of $5,100,000, for a term of June 23, 2026 through June 22, 2031.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost), as the not-to-exceed cost of $5,100,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Agreement with Edwards Lifesciences, LLC (Edwards) will enable ARMC to purchase SAPIEN 3 Ultra RESILIA transcatheter heart valves, Commander Delivery Systems, and related structural heart products necessary to establish and support ARMC’s planned Transcatheter Aortic Valve Replacement (TAVR) program.
TAVR is a minimally invasive heart procedure to treat severe aortic stenosis, a narrowing of the aortic valve, restricting blood flow from the heart to the body. The addition of the procedure will allow ARMC to provide treatment for patients requiring the procedure, instead of them being referred out to an outside hospital. In addition, the procedure further strengthens the Structural Heart Program and enhances ARMC’s ability to provide comprehensive, specialized cardiac care to patients within the community.
ARMC recommends approval of the agreement with Edwards to allow ARMC to procure TAVR products to support patient care.
PROCUREMENT
Purchasing supports this non-competitive procurement based on functional specifications. Edwards is the only qualified vendor that meets the required functional specifications and provides the necessary products and related support services for ARMC’s TAVR program. The Edwards SAPIEN 3 Ultra RESILIA transcatheter heart valve platform, associated delivery systems, physician training, clinical support, and consignment inventory services are required to support implementation and operation of ARMC's TAVR program.
