RECOMMENDATION(S)

Recommendation

Approve non-financial Memorandum of Understanding with the Center for Employment Opportunities, Inc., as a California Department of Social Services endorsed third-party partner, for data sharing of information specific to the employment and training of participants recently released from incarceration and receiving CalFresh benefits, for the period of October 1, 2026 through September 30, 2029.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Data Sharing Memorandum of Understanding (MOU) is non-financial in nature.

 

BACKGROUND INFORMATION

The Transitional Assistance Department (TAD) administers public assistance programs in San Bernardino County (County), including CalFresh, California’s Supplemental Nutrition Assistance Program serving low-income individuals.

 

The Center for Employment Opportunities, Inc. (CEO), is a statewide, nonprofit social enterprise that provides transitional jobs and tailored vocational services to individuals who were recently released from incarceration and are in need of employment support, as identified through the incarceration re-entry process.  CEO contracts directly with the California Department of Social Services (CDSS) as a statewide third-party partner to provide CalFresh Employment and Training activities for the CalFresh Program.  CDSS has encouraged counties to collaborate with CEO.

 

TAD currently has a non-financial MOU (Agreement No. 23-1179) with CEO for data sharing for formerly incarcerated customers receiving CalFresh benefits, whose work requirements can be met by participating in CalFresh Employment and Training services, such as those provided by CEO.  The current MOU will expire on September 30, 2026.

 

Under the terms of the recommended MOU, CEO will continue to provide TAD with a complete list of County employment and training participants on a monthly basis.  TAD uses the provided list to update the TAD case management system with the work registration for Able Bodied Adults without Dependents customers.
