RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Contract No. CPKS-6073) with the California Department of Education, to provide Prekindergarten and Family Literacy Program services, in the amount of $15,000, for the period of July 1, 2026 through June 30, 2027.
2. Approve Revenue Contract (State Contract No. CSPP-6412) with the California Department of Education, to provide California State Preschool Program services, in the amount of $8,240,370, for the period of July 1, 2026 through June 30, 2027.
3. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or the Director of the Preschool Services Department to execute any subsequent, non-substantive amendments in relation to the revenue contracts in Recommendation Nos. 1 and 2, on behalf of the County, as required by the California Department of Education, subject to review by County Counsel.
4. Direct the Director of the Preschool Services Department to transmit any subsequent non-substantive amendments to the revenue contracts in Recommendation Nos. 1 and 2 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The recommended Revenue Contracts are 100% funded by the California Department of Education (State) and do not require local match. Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2026-27 budget.
BACKGROUND INFORMATION
The California Prekindergarten and Family Literacy Support (CPKS) program supports interactive literacy activities. The California State Preschool Program (CSPP) includes both part-time and full-day instruction to provide a core class curriculum that is developmentally and culturally appropriate for the children served. Since 1999, PSD has provided these programs through a combination of direct and contracted services for children ages zero to five years and their families. The State provides annual funding to PSD for CPKS and CSPP through the recommended revenue contracts.
CPKS assists children who receive preschool services at PSD contracted sites with literacy skills. Services include prereading skill assessments, teacher training on instructional strategies, and the provision of instructional materials.
In 2026-27, PSD anticipates CPKS will serve:
• Approximately 988 eligible children
• At an average cost of $15.18 per child annually.
CPKS will be offered in Adelanto, Barstow, Ontario, San Bernardino, and Victorville as these cities were identified by the State as having the greatest need due to low standardized testing scores for elementary school aged children.
CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages three to five years countywide, as well as referrals to health and social services for families and staff development opportunities to employees. CSPP services cover full-day and part-time childcare and development programs that include nutrition, parental education, and information on child development and care, with an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job training program, and families involved with Children and Family Services.
In 2026-27, PSD anticipates CSPP will serve:
• Approximately 988 children countywide
• At an average cost of $8,340 per child annually.
On November 4, 2025 (Item No. 21), the Board of Supervisors approved a grant application to the State in the combined amount of $7,918,041 for CPKS and CSPP for the period of July 1, 2026, through June 30, 2027. The approved amounts are based on the State’s adjusted Maximum Reimbursable Amount.
This item is being presented to the Board at this time, as the contract was received from the State on May 19, 2026. After contract issuance, PSD was required to complete a comprehensive review to verify program requirements, funding allocations and contract terms, as well as obtain all other required operational, fiscal, and legal reviews and approvals. This is the first Board date available following the required reviews. Approval by the Board at this time will ensure continuity of program operations and uninterrupted receipt of State funding.
