RECOMMENDATION(S)
Recommendation
1. Consider proposed ordinance to update the rules applicable to Board of Supervisors meetings.
2. Make alterations, if necessary, to proposed ordinance.
3. Approve introduction of proposed ordinance.
• An ordinance of San Bernardino County, State of California, to amend Section 12.0101 of the San Bernardino County Code, relating to rules applicable to meetings.

Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost) as the proposed ordinance is non-financial in nature.
BACKGROUND INFORMATION
County Code section 12.0101 includes rules that are applicable to meetings of the Board of Supervisors (Board). This code section was last updated by the Board on March 1, 2005 (Item No. 86).
The proposed ordinance includes updates to comply with the Ralph M. Brown Act, current practices, and recommended revisions such as requiring posting of the agenda on the County website, removing the requirement for speakers to state their name and address, clarifying that speakers who utilize a translator receive twice the amount of time otherwise allowed, stating the Chair, or a majority of the Board, may adjust the time for public comment, and updating the definition and requirements for emergency Board meetings.
The proposed ordinance also includes updates to various terms in the ordinance to reflect current practices, including the following: revises references from County of San Bernardino to San Bernardino County, changes references from Chairperson to Chair, updates references from County Administrative Officer to Chief Executive Officer, and revises speaker form to speaker kiosk.
If the proposed ordinance is approved it will be on the June 23, 2026 agenda for adoption and will become effective 30 days from the date of adoption.
