Approve Contract with Child Care Resource Center, Inc., to provide staffing, administration, and management for the Family Resource Center, in an amount not to exceed $3,000,000, for the total contract period of October 1, 2026 through June 30, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of these services will not exceed $3,000,000. Funding for this contract is provided through the Family First Prevention Services State Block Grant, which is 100% State funded. Adequate appropriation and revenue have been included in the Human Services (HS) Administrative Claim 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Children and Family Services (CFS) is dedicated to the safety, protection, and permanency of children in San Bernardino County (County) and the promotion of child and family well-being. The Family Resource Center (FRC) is designed to serve as a centralized hub for comprehensive support services that address the diverse needs of the community, including educational development for children, mentorship for adults, and linkage to critical community resources. The FRC is expected to foster an environment that promotes stability, resilience, and self-sufficiency among participating families.
Under the recommended contract, Child Care Resource Center, Inc. (CCRC) will provide the staffing, administration, and overall management for the FRC located at 2145 East Highland Avenue in San Bernardino. CCRC will be responsible for maintaining the facility, hiring and training qualified staff, ensuring services are culturally responsive and accessible, conducting community outreach and engagement, and delivering comprehensive family support services. These support services include counseling, mentoring, tutoring, parenting education, life skills workshops, support groups, community events, and linkage to critical community resources. Services will be provided, at a minimum, during normal business hours, 8:00 a.m. to 5:00 p.m., with extended hours to accommodate the varying needs of the community.
CFS will provide the FRC facility, utilities, furniture, facility repairs and maintenance, and other necessary site support. CFS will also coordinate access to applicable County policies, procedures, training, meetings, and information reasonably necessary for CCRC to perform services under the Contract. CFS will review reports, invoices, budget-related documentation, and other contract deliverables submitted by CCRC to support contract monitoring and service delivery oversight.
The FRC supports CFS prevention efforts by expanding access to early, voluntary, community-based services that help families address challenges before they escalate to deeper involvement with the child welfare system. The FRC model aligns with the County’s broader prevention strategy and Community Pathways planning by strengthening family-centered support and improving access to services through trusted, community-based access points.
Contractor performance will be monitored by monthly service and quarterly program reports, and an annual monitoring visit by designated County staff to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. Program performance will include measures related to family enrollment and retention, mentor participation, counseling and tutoring services, participant well-being, workshop participation and satisfaction, and overall program effectiveness. The contract may be terminated without cause by the County with 30 days advance written notice.
PROCUREMENT
On April 14, 2026, the County Administrative Office approved and authorized the release of Request for Proposals (RFP) No. HSSA25-HSSA-5749 through the County’s Electronic Procurement Network, seeking proposals to provide staffing, administration, and management for the FRC. Five proposals were received by the established deadline in response to the RFP as follows:

An evaluation panel comprised of representatives from CFS and HS Auditing evaluated the proposals based on qualifications and experience, financial review, technical review, cost, and references. Based on the criteria, the evaluation panel determined that CCRC best met the needs of the County and recommended CCRC for the award. CCRC ranked highest in qualifications and experience, financial review, and references, and received the highest overall evaluation score. CCRC demonstrated strong alignment with the FRC’s intended purpose as a family-centered community-based hub for prevention, resource linkage, and supportive services.
Award and denial letters were sent to the respective proposers on June 9, 2026. No protests were received within the allowable period.
The Purchasing Department supports this competitive procurement based on the formal solicitation completed by CFS.
