RECOMMENDATION(S)
Recommendation
Approve Employment Contract with Dr. Glen Thomazin D.O. as a Strategic Advisor, to provide strategic and quality assurance at the department's Federally Qualified Health Centers, at the rate of $170 per hour, not to exceed 235 hours, with an estimated contract amount of $40,000, for a term of May 31, 2025 through December 12, 2025.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The cost of this employment contract, estimated at $40,000, will be fully funded by ongoing 1991 Realignment Funds. Adequate appropriation and revenue have been included in the Department of Public Health's (DPH) 2024-25 budget and will be included in the 2025-26 recommended budget.

BACKGROUND INFORMATION
DPH provides comprehensive primary care services to uninsured and underinsured populations throughout San Bernardino County (County). The recommended short-term Strategic Advisor position will assess and analyze the operations of DPH's Federally Qualified Health Centers (FQHCs), focusing on patient delivery services and financial performance that flows from the operations. Additionally, the Strategic Advisor will develop tailored strategies, quality assurance processes, action plans, and performance improvement initiatives to streamline administrative actions, increase revenue, and align with DPH's objectives and industry standards.
