RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to the following contracts to provide family caregiver support program services, increasing the combined contract amounts by $490,000, from $500,000 to an amount not to exceed $990,000, and extending the contract term by one year, for a total contract period of July 1, 2025 through June 30, 2027:

1.                     Inland Caregiver Resource Center, Contract No. 25-455, increasing the contract amount by $395,000, from $375,000 to $770,000

2.                     Reach Out Morongo Basin, Contract No. 25-456, increasing the contract amount by $95,000, from $80,000 to $175,000

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of $990,000 for services will be 75% Federal funding and 25% local match, which can be met via a combination of cash and vendor volunteer in-kind resources.  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2026-27 budget.

 

BACKGROUND INFORMATION

The Family Caregiver Support Program (FCSP) was created as Title IIIE of the Older Americans Act Amendments of 2000. The Administration on Aging administers the program at the federal level, and the California Department of Aging (CDA) and DAAS administer the program at the state and county levels, respectively. FCSP serves unpaid caregivers, whether family or non-family, who provide care to older and disabled individuals on an informal basis.

 

Unpaid caregivers are often the primary providers of long-term care for older adult or individuals with disabilities. Caring for an older adult or individual living with a disability can potentially affect the caregiver’s mental and physical health. FCSP provides a wide range of services to help families and non-family caregivers continue providing care at home for as long as possible. Services include, but are not limited to, counseling, training to aid in the care of an older adult, day care, and respite care.

 

DAAS estimates FCSP services will serve:

                     A minimum of 2,355 unduplicated clients countywide

                     Approximately 15,333 units of service, as defined by the CDA Service Categories and Data Dictionary

On June 18, 2025 (Item No. 6), as a result of a competitive procurement, the Board of Supervisors approved Contract No. 25-455 with Inland Caregiver Resource Center in an amount not to exceed $375,000, Contract No. 25-456 with Reach Out Morongo Basin in an amount not to exceed $80,000, and Contract No. 25-457 with Vision y Compromiso in an amount not to exceed $45,000, for a total combined amount of $500,000 to provide family caregiver support services for the contract term of July 1, 2025 through June 30, 2026.

 

Approval of this item will allow DAAS to continue contracting with Inland Caregiver Resource Center and Reach Out Morongo Basin for an additional year through June 30, 2027. Vision y Compromiso declined to extend their contract due to the cost of maintaining the administrative requirements.

 

Contractor performance will continue to be measured by reviewing monthly reports and annual site visits by San Bernardino County (County) staff to monitor compliance with the administrative, fiscal, and program requirements of the contract. The contracts may be terminated by the County immediately in the event that funding is not available to the County or without cause by the County by serving written notice to the Contractor 30 days in advance of termination.
