RECOMMENDATION(S)
Recommendation
Approve non-financial Confidentiality and Data Use Agreement, including non-standard terms, with Kaiser Foundation Health Plan, Inc., to provide the Transitional Assistance Department with information regarding mutual customers to promote retention and successful renewals for Medi-Cal coverage, for the period of January 27, 2026 through January 31, 2027.

This agreement is non-financial in nature; therefore, it does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
The Transitional and Assistance Department (TAD) administers public assistance programs in San Bernardino County (County), including Medi-Cal, California's Medicaid program serving low-income and disabled individuals. Eligibility for Medi-Cal must be reevaluated on an annual basis. Failure to complete and return an annual renewal to TAD can result in loss of benefits for individuals and their families.
Kaiser Foundation Health Plan, Inc. (KP) is a nonprofit integrated managed care health plan that administers the provision of covered Medi-Cal services to eligible Medi-Cal beneficiaries residing in the County. KP was designed to integrate evidence-based health care and prepaid financing of coverage to coordinate care across all settings and care teams.
