Recommendation
Approve Amendment No. 1 to Agreement No. 20-936 with Cedars Sinai Medical Care Foundation on behalf of Beverly Pathology, Inc. and Cedars-Sinai Medical Center to update the County’s name and to increase the contract amount by $250,000, from $300,000 to $550,000, with no change in the contract term of September 29, 2020 through September 28, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The amended increase in cost of $250,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
This Amendment will allow ARMC to cover the costs associated with an increased demand for testing of renal biopsy specimen and will update the County’s name to be consistent with the County Charter adopted in November 2020.
On September 29, 2020 (Item No. 9), the Board of Supervisors approved Agreement No. 20-936 with Cedar-Sinai Medical Care Foundation and Cedars-Sinai Medical Center (collectively, “Cedars”) in the amount of $300,000, for renal biopsy specimen analysis services for the term of September 29, 2020, through September 28, 2025.
ARMC recommends the approval of this Amendment to provide for the safety, health and social services needs of County residents by ensuring testing needs of the public are properly met and to ensure County healthcare needs.
PROCUREMENT
The procurement of the renal biopsy specimen analysis for anatomic and renal pathology laboratory services stem from a non-competitive bid. Cedars provides expert consultant service for pathology in the area of nephropathology. This is a specialized field requiring experts who can diagnose and evaluate renal biopsies for malignancies and other diseases which are beyond the scope of a general pathologists’ expertise. Cedars is able to provide highly specialized diagnoses and meet the sensitive timelines for patient care and safety. The Purchasing Department continues to support this non-competitive procurement based on its sole source nature.
