BACKGROUND INFORMATION

On February 9, 2010 (Item No. 47), the Board of Supervisors (Board) approved the License with Los Angeles SMSA Limited Partnership dba Verizon Wireless (Verizon) for a five-year term for use of approximately 1,560 square feet of County-owned property, which consists of 900 square feet of land, and a 660 square foot non-exclusive easement of approximately 3,960 linear feet at the Big Bear Transfer Station (Assessor’s Parcel Number 0447-161-12-0000) (Property), in Big Bear.  The original term of the License was for the period of January 1, 2010 through December 31, 2014.  In the 15 years since the License was originally approved, the Board has approved three amendments that redesigned the underground utility route, extended the term, adjusted the License fee schedule, and updated standard agreement terms.

On September 10, 2025, the Real Estate Services Department (RESD) initiated negotiations with Verizon to exercise the third of three five-year extension options to extend the term from July 1, 2026 through June 30, 2031, for continued operation of the telecommunications facility.  The Amendment also adjusts the rental rate schedule and updates standard license agreement language.  All other License terms remain unchanged.

The proposed Amendment qualifies as a Class 1 (Existing Facilities) categorical exemption under CEQA Guidelines Section 15301, as it involves the continued use of an existing facility with negligible or no expansion of use.  Accordingly, no further environmental review is required under CEQA.
