RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project No. 26-184, in the amount not-to-exceed $1,695,705, for Arrowhead Grove Renovations, located at 1151 N. Crestview Street in San Bernardino.

2.                     Approve appropriation and revenue adjustments to fund the Capital Improvement Program Project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item does not impact Discretionary General Funding (Net County Cost). The total planned spending in the amount of $1,695,705 for the Preschool Services Department (PSD) Capital Improvement Program (CIP) project for the Arrowhead Grove Renovations in San Bernardino, is fully funded by the United States Department of Health and Human Services, Administration for Children and Families (ACF). On August 5, 2025 (Item No. 49), the Board of Supervisors (Board) approved the no-cost extension and carryover funding associated with this project.

 

The CIP project is being established in alignment with funding levels approved by the Office of Head Start. Should a detailed review of the scope of work identify the need for additional federal funding, PSD will seek formal approval from ACF to reallocate or secure additional funds and will return to the Board for approval, if required. Adequate appropriation and revenue have been included in the PSD 2025-26 budget.

BACKGROUND INFORMATION

PSD operates the federally funded Head Start and Early Head Start (EHS) programs in locations throughout the county. Since 1999, PSD has operated these programs through a combination of direct and contracted services. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent-involvement services for children ages zero to five years, with the overall goal of increasing the school-readiness of young children in economically disadvantaged families.

 

As part of ongoing program monitoring and continuous quality improvement efforts, PSD has identified the need to enhance program options by expanding EHS services. These needs are driven by the HS Performance Standard (45 Code of Federal Regulations 1302.102), program assessments, community demand, and operational requirements across multiple PSD sites.

 

The proposed CIP project includes the renovation and facility improvement at the leased Arrowhead Grove site, located in San Bernardino, to expand classroom capacity and support additional EHS enrollment opportunities. The scope of work includes demolition and reconstruction of existing spaces to create developmentally appropriate infant and toddler classrooms, as well as site improvements necessary to support expanded program operations.

 

This CIP project is intended to support PSD’s efforts to increase access to EHS services for eligible families throughout the county and address the growing need for infant and toddler care and early learning services. The renovations will provide safe, engaging, and developmentally appropriate learning environments designed to support the physical, cognitive, and social/emotional development of infants and toddlers.

 

PROCUREMENT

Upon approval of this CIP project, the Project and Facilities Management Department will determine whether this project will be delivered through Job Order Contracting or other competitively procured methods in accordance with applicable State and Federal requirements.
