RECOMMENDATION(S)
Recommendation
Acting as the governing body of Board Governed County Service Area 64 Spring Valley Lake:
1. Find that the Board Governed County Service Area 64 Spring Valley Lake - Reservoir 1B Project is exempt under the California Environmental Quality Act Guidelines, Title 14 of the California Code of Regulations Section 15302, Class 2(c), Replacement or Reconstruction.
2. Approve the Capital Improvement Program for Board Governed County Service Area 64 Spring Valley Lake - Reservoir 1B Project, as defined in the Notice of Exemption, in the amount of $493,034.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).
4. Direct the Department of Public Works - Special Districts to file and post the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Board Governed County Service Area (CSA) 64 - Spring Valley Lake (District) is funded by water and sanitation fees charged to customers based on usage. Approval of this item will approve the total CSA 64 - Reservoir 1B Project (Project) budget of $493,034, including an additional allocation of $277,348 from the District’s Operating Fund to fully fund the Project. Sufficient appropriations will be included in future recommended budgets as needed.

BACKGROUND INFORMATION
The Department of Public Works - Special Districts, Water and Sanitation Division (Department) is responsible for the management, operation, and maintenance of water facilities within the District, which serves essential water services to residents of the Spring Valley Lake region of San Bernardino County.
The Project proposes the design and construction of a new 2-million-gallon reservoir, along with all necessary piping, fittings, values, and associated infrastructure. This Project encompasses the establishment of a new 24-foot-wide asphalt access road, a retaining wall, a new pipeline with the corresponding easement, and new power pole(s), electrical lines, and a corresponding overhead easement. This initiative is a vital component of the comprehensive three-phase capital improvement effort that has been under underway since 2014 to increase water storage capacity in the lower-pressure zone of CSA 64. Upon completion of the Project, the new reservoir will serve a critical function by providing the required fire-flow capacity and improving water system within the designated pressure zone.
Department staff reviewed the Project and determined that a categorical exemption exists under the California Environmental Quality Act (CEQA) Guidelines, Title 14 of the California Code of Regulations section 15302 Class 2(c), Replacement or Reconstruction. The Class 2 (c) exemption allows the replacement or reconstruction of existing utility systems and/or facilities that involve negligible or no expansion of capacity as the Project aims to meet the community’s needs for service, fire flow, and storage.
PROCUREMENT
Pursuant to County Policy 11-15, the Department will request the Assistant Executive Officer for approval of the Project plans and specifications and authorization to advertise for competitive bids in the Spring 2027.
