BACKGROUND INFORMATION

IHSS PA is deemed the employer of record for IHSS PA Care Providers (Care Providers) for the limited purposes of collective bargaining. Pursuant to the Memorandum of Understanding (MOU) between IHSS PA and Service Employees International Union (SEIU) Local 2015, IHSS PA provides health care insurance for enrolled In-Home Supportive Services Care Providers. Care Providers prepare meals, perform housekeeping tasks, and assist with the health and personal care of the elderly, blind, or disabled who are unable to remain in their homes without assistance. IHSS PA completes all administration duties for the Care Providers including, but not limited to, hiring, payroll management and supervision.

On August 22, 2023 (Item No. 83), the IHSS PA Board of Directors approved Contract No. 23-875 with the Health Care Employees/Employer Dental and Medical Trust Fund in the amount of $99,734,135 for the period of July 1, 2023 through June 30, 2028.

On September 12, 2023 (Item No. 77), the San Bernardino County Board of Supervisors and the IHSS PA Board of Directors adopted Resolution No. 2023-167, approved the MOU between IHSS PA and SEIU, as well as submission of an IHSS Public Authority/Non-Profit Consortium Rate Change Request form, which provides for an increase in the contribution rate for Health Benefits from $0.32 per hour to $0.42 per hour of care provided, upon approval by the California Department of Social Services (CDSS). The CDSS approval was received in a notice dated November 24, 2023.

Approval of this item, including the recommended increase of $30,765,865 to the contract and budget adjustment for Health Benefit Contributions, will allow IHSS PA to continue providing Care Providers with health insurance coverage.
