RECOMMENDATION(S)

Recommendation

Adopt Resolution that:

1.                     Establishes a multi-way stop at the intersection of Date Avenue and Country Club Drive in the Rialto area, pursuant to County Code section 52.0111(a).

2.                     Directs the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,500 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2026-27 Road Operations budget (6650002000).

 

BACKGROUND INFORMATION

Date Avenue and Country Club Drive are County-maintained local streets in the unincorporated Rialto area. The intersection is currently controlled by stop signs on Date Avenue, while traffic on Country Club Drive proceeds through the intersection without stopping. Following a resident request regarding limited visibility and vehicle speeds at the intersection, the Department conducted a traffic engineering investigation to determine whether additional traffic controls were appropriate.

 

The investigation evaluated collision history, traffic volumes, and available sight distance. Although the intersection did not meet the California Manual on Uniform Traffic Control Devices collision or traffic-volume criteria for an multi-way stop, the investigation identified a significant sight-distance limitation for southbound motorists on Date Avenue entering Country Club Drive. Specifically, available sight distance for certain movements was below the distance recommended by the Caltrans Highway Design Manual. The Department determined that this limited visibility supports additional traffic-control measures to improve safety at the intersection.

Based on the findings of the traffic engineering investigation, the Department recommends establishing a multi-way stop at the intersection of Date Avenue and Country Club Drive.  The proposed improvements would require vehicles approaching the intersection from Country Club Drive to stop, thereby converting the existing two-way stop into a multi-way stop. The improvements would include new stop signs, stop-limit lines, pavement markings, and advance “STOP AHEAD” warning signs on Country Club Drive. The Department concluded that these improvements would enhance driver awareness, provide greater operational clarity, and improve safety at the intersection.

 

This item supports the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by implementing County Code section 52.0111(a), which provides the Board the authority to establish a multi-way stop intersection that require all vehicles to stop at one or more entrances to such intersection.

 

The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes the posting of stop signs, pursuant to County Code section 52.0111(c), to assist in improving the safety of the motorists traveling along the roadway.
