RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with the Upland Chamber of Commerce, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with program and event costs, in the not-to-exceed amount of $25,000, for the period of May 19, 2026 through June 30, 2027.

2.                     Approve Contract with the California-Nevada District Exchange Clubs Charitable Foundation, Inc., to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the 113th Annual Fontana Days Festival, community youth projects and scholarships, in the not-to-exceed amount of $10,000, for the period of May 19, 2026 through May 18, 2027.

3.                     Approve Contract with the Rancho Cucamonga Chamber of Commerce, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to fund a one-year Gold Sponsorship for 2027-2028, and assist with facility improvement costs at their new Route 66 Welcome Center located at 9712 Foothill Boulevard in Rancho Cucamonga, in the not-to-exceed amount of $40,000, for the period of May 19, 2026 through May 18, 2028.

4.                     Approve Contract with the San Bernardino County Fire Foundation, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to purchases of equipment, training, technology, and specialized tools, youth and community outreach, and emergency response and disaster relief efforts, in the not-to-exceed amount of $30,000, for the period of May 19, 2026 through May 18, 2027.

5.                     Approve Contract with the Fontana Community Little League, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the purchase and installation of baseball equipment, tools, and supplies, in the not-to-exceed amount of $15,000, for the period of May 19, 2026 through May 18, 2027.

6.                     Approve an allocation of $40,000 from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to the San Bernardino County Human Resources Department in order to fund paid work experience through the San Bernardino County SPARK Youth Employment Program for interns from the Second District.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program) for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

The recommended projects will be funded by the Second District’s Priorities Program budget.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents. Projects under the Priorities Program are based on District Supervisor discretion and are presented by each District Supervisor for Board approval.

 

Recommendation No. 1 will assist the Upland Chamber of Commerce (UCC) with costs related to programs and events offered by UCC. This contract serves the public purpose of providing for the health, economic and social service needs of the County residents through the quarterly Business Education Workshops, Industrial Roundtables, and Community Speed Networking events to support local businesses and the economy and encourage community involvement and civic responsibility. UCC is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 2 will assist the California-Nevada District Exchange Clubs Charitable Foundation, Inc. (Cal-Nev Exchange Clubs) with the costs related to the 113th Annual Fontana Days Festival (Festival) scheduled for June 4, 2026 through June 7, 2026.  The funding will also support community youth projects and scholarships throughout the year, as managed by the National Exchange Club of Fontana branch. Eligible uses of funds include, but are not limited to, carnival rides, live entertainment, vendor participation, and event and program coordination expenses. This contract serves the public purpose of providing for the recreational and social service needs of the County residents through the Festival event, community youth projects and scholarships to connect communities, support families, and expand opportunities for young people.  Cal-Nev Exchange Clubs are a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 3 will assist the Rancho Cucamonga Chamber of Commerce (RCCC) with facility improvement costs at their new Route 66 Welcome Center (Welcome Center) located at 9712 Foothill Boulevard, Rancho Cucamonga, California 91730 and a one-year Gold Sponsorship for 2027-2028. The Welcome Center facility improvements may include interior cabinetry and sink installation as well as the addition of outdoor illuminated signage to increase visibility and accessibility.  The one-year Gold Sponsorship may include events such as Shop Local Campaign, Public Safety Sponsor, and public education and outreach via eblasts and newsletters to disseminate information and updates to the community. This contract serves the public purpose of providing for the health, safety, economic and social service needs of the County residents through the sponsorship and Welcome Center renovations to provide a hub for local businesses and visitors along historic Route 66, support local businesses and the economy, and encourage community involvement and civic responsibility.  RCCC is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 4 will assist the San Bernardino County Fire Foundation (SBCFF) by providing funding to assist with the costs related to purchases of equipment, training, technology, and specialized tools that enhance response capabilities, firefighter wellness and mental health programs, youth and community outreach on fire prevention and safety education, and emergency response and disaster relief efforts. This contract serves the public purpose of promoting the health, safety, and social service needs of the County residents by assisting SBCFF to support firefighters to protect and serve the communities, provide fire prevention and safety education, and enhance emergency response systems. SBCFF is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 5 will assist the Fontana Community Little League (FCLL) by providing funding towards costs related to the purchase and installation of baseball equipment, tools, and supplies.  Such costs include, but are not limited to, purchases of secure equipment storage, scoreboard controllers, sports equipment, bleacher covers, field maintenance tools, and the installation of a new snack bar service window. This contract serves the public purpose of providing for the health, safety, recreational and social service needs of the County residents through the FCLL programs to support youth development, foster teamwork, discipline, and leadership in a structured and positive environment for participating youth and their families. FCLL is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 6 will provide funding to the San Bernardino County Human Resources Department in order to fund paid work experience through the San Bernardino County SPARK Youth Employment Program (SPARK Program) for interns from the Second District. This allocation will help more youth, particularly those who are underserved or at risk, in the Second District to participate in the SPARK Program.  The additional participation in the SPARK Program serves the public purpose by providing for the education and social needs of youth and allowing the youth to explore career interests and pathways, develop workplace skills, and engage in learning experiences that will help in developing their social, civic, and leadership abilities. The minimum 25% matching contribution is not applicable because the funding is being allocated to another County department.

 

Under the Priorities Program contract terms, the Chief Executive Officer (CEO), at the direction of the Second District Supervisor, may extend the terms of the contracts, in writing, under the following conditions: 

 

a.                     In aggregate, all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
