RECOMMENDATION(S)
Recommendation
Adopt Ordinance amending Subsection 46.0506(d), Section 46.0508, Subsection 46.0604(h), and Subsection 46.1003(d) all of Title 4, Division 6 of the San Bernardino County Code relating to collection of delinquent fees on the tax rolls, penalties for violations, commercial organics recycling/diversion and resolution of subscriber complaints, which was introduced on April 29, 2025, Item No. 87.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works-Solid Waste Management Division (SWMD) is financed by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of the County's Waste Disposal System.

BACKGROUND INFORMATION
The ordinance revising Division 6 of Title 4 of the County Code relating to Solid Waste Handling Franchises to amend County Code section 46.0506(d) with an election to collect delinquent fees on the tax roll at the same time as general taxes effective until June 30, 2035, and clean-up of previously amended language was introduced on April 29, 2025 Item No. 87. The recommendation before the Board of Supervisors today will adopt the ordinance on the consent calendar.
