Recommendation
Approve non-financial Memorandum of Understanding with Bloomington III Housing Partners, L.P. and The John Stewart Company, outlining the roles and responsibilities for the provision of housing and supportive services to the Bloomington Phase III Project, for the period of May 18, 2021 through May 18, 2041.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Department of Behavioral Health's (DBH) commitment in this non-financial Memorandum of Understanding (MOU) is to provide supportive services to clients residing at the project location. These supportive services are 100% funded by Federal Financial Participation (FFP) and with the Mental Health Services Act (MHSA) Community Services and Supports allocation, as a match, for the provision of specialty mental health services. Adequate appropriation and revenue have been included in the 2020-21 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION
The Bloomington Phase III project (Project) will provide permanent supportive housing to eligible DBH clients with mental illness who are homeless or at risk of being homeless and who meet the requirements of the MHSA Housing Program target population.
