COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Operate in a Fiscally-Responsible and Business-Like Manner.

Provide for the Safety, Health and Social Service Needs of County Residents.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The aggregate costs for this project in the amount of $375,000, will be funded within the Sheriff/Coroner/Public Administrator’s (Department) 2023-24 budget allocation (4420001000).

BACKGROUND INFORMATION

The Human-Machine Interface (HMI) and camera system (HMI Upgrade Project) at High Desert Detention Center (HDDC) and West Valley Detention Center (WVDC) will ensure a safer environment for personnel, inmates, and public at the detention centers by installing new cameras and upgrading outdated and obsolete equipment and software required to operate door controls, intercoms, utility controls and video feeds within each housing unit.

On October 25, 2022 (Item No. 84), the Board of Supervisors (Board) approved the HMI Upgrade Project in the amount of $5,200,000 and authorized the Purchasing Agent to issue non-competitive purchase orders to Auditory Instruments, Inc. (AI), and Convergint Technologies (Convergint), to upgrade the previously installed systems at HDDC and WVDC.

On December 19, 2023 (Item No. 95) the Board approved a budget increase in the amount of $375,000 for the HMI Project for additional expenditures not included in the original scope of work but deemed necessary to complete the HMI Project.

Approval of this item will allow the Purchasing Agent to issue additional non-competitive purchase orders, as necessary, in a total aggregate amount not to exceed $375,000, where expenditures may exceed $200,000 per instance, to AI and Convergint to complete the HMI Upgrade Project and prevent and mitigate incidents that could pose a threat to personnel, inmates, and public safety.

PROCUREMENT

AI and Convergint are the original developers of the HMI Upgrade Project systems and hold proprietary rights to current and future maintenance of the HMI systems. Purchasing continues to support the non-competitive justification of proprietary rights with the developers AI and Convergint.

County Policy 11-04 requires Board approval for all non-competitive purchase orders for services that exceed $200,000 in aggregate cost per scope of service, per vendor, per department.
