BACKGROUND INFORMATION
On June 17, 2026, the United States Department of Justice, Office of Justice Programs, Bureau of Justice invited all eligible recipients, limited to those identified in the Congressional Joint Explanatory Statement for projects designated for funding in the Department of Justice Appropriations Act 2026 (Public Law No. 119-74), to apply for funding that supports projects to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime, other than compensation.
On July 16, 2026, the County Chief Executive Officer approved the submission of the electronic grant application to the Byrne Discretionary Grants Program, and the Department submitted the grant application electronically within the same day. On September 30, 2026, the Department was notified of the $1,031,000 award, which the Department is required to accept within 45 days of the award date.
To enhance search and rescue capabilities, the Department requested funding for an additional helicopter through the Byrne Discretionary Grants Program. With the awarded funding amount being lower than that requested, the Department will return to the Board for approval to submit a grant modification after accepting the award to allocate the funding for use in maintaining the Department’s existing aircraft.
Authorization is requested for the Sheriff/Coroner/Public Administrator, Chief Deputy Director of Sheriff’s Administration, or Sheriff’s Administrative Manager to electronically accept the terms and conditions for the FY 2026 Byrne Discretionary Community Project Grants/Byrne Discretionary Grants Program, as required by the Bureau of Justice Assistance on behalf of the County. The Department of Justice’s Grant Management System, JustGrants, requires an Authorized Representative with legal authority to enter into contracts, grants, and cooperative agreements with the federal government on behalf of the county. The Sheriff’s Administrative Manager is listed as an Authorized Representative in the JustGrants system.
