RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve contracts with the following vendors, each in an amount not-to-exceed $1,500,000, to provide materials inspection and testing services, for the period of June 23, 2026 through June 22, 2031, or until completion of the last assigned task that is issued within the five-year period, whichever occurs last:
i. Aragon Geotechnical, Inc.
ii. LOR Geotechnical Group, Inc.
iii. Terracon Consultants, Inc.
iv. Twining, Inc.
v. Verdantas Inc.
b. Authorize the Director of the Department of Public Works, Assistant Director, or the Deputy Director, to terminate the contracts, and to amend the contracts, including assignments, in writing to accommodate the inclusion of cost items not listed in the consultants’ fee schedules and increases in the prevailing wage rates applicable at the time of the solicitation of task orders, subject to County Counsel review.
c. Direct the Director of the Department of Public Works to transmit any amendments to the contracts executed pursuant to Recommendation 1.b. to the Clerk of the Board of Supervisors within 30 days of execution.
2. Acting as the governing body of the San Bernardino County Flood Control District:
a. Approve contracts with the following vendors, each in an amount not-to-exceed $1,500,000, to provide materials inspection and testing services, for the period of June 23, 2026 through June 22, 2031, or until completion of the last assigned task that is issued within the five-year period, whichever occurs last.
i. Aragon Geotechnical, Inc.
ii. LOR Geotechnical Group, Inc.
iii. Terracon Consultants, Inc.
iv. Twining, Inc.
v. Verdantas Inc.
b. FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works - Transportation (Department) is funded by Gas Tax revenue, fee revenue, and other local, state, and federal funding. The San Bernardino County Flood Control District (District) is funded by property tax revenue, fee revenue, and local, state, and federal funding. One of the above funding sources will be utilized to fund costs for on-call construction materials inspection and testing services, depending on the project and the Department’s and District’s needs.
The Department has allocated $1,500,000, and the District has allocated $1,000,000 in their respective 2026-27 budgets for anticipated expenditures under these on-call construction materials inspection and testing contracts. The contract amounts are set at $1,500,000 per vendor for the Department and $1,500,000 per vendor for the District over the five-year term to allow flexibility in assigning work based on project needs, vendor expertise, and staff availability. The contract ceilings represent maximum aggregate authority available over the contract term and do not obligate expenditures. Actual annual expenditures will be limited to budgeted funds and will not exceed approved appropriations. Sufficient appropriation and revenue are included in the 2026-27 operational budgets for the Department and the District and will be included in future recommended budgets.

BACKGROUND INFORMATION
The Department and District require qualified vendors to provide materials inspection and testing services for construction projects on an as-needed basis (Services). These Services are necessary to verify that project work and materials comply with applicable plans, specifications, contract requirements, and industry standards.
Although Department and District staff perform these functions when feasible, workload demands, project schedules, and the size or complexity of certain projects can exceed available in-house capacity. In those circumstances, qualified outside vendors provide needed support, help avoid delays in project delivery, and ensure that projects receive the technical review and testing necessary for successful completion.
Establishing a pre-approved list of vendors will also improve the efficiency of the procurement process. Procuring these services separately for each project can take several months and create unnecessary administrative burden. By approving contracts with qualified vendors in advance, the Department and District will be able to issue project-specific task orders based on each vendor’s expertise, staff availability, and ability to meet project needs. This approach provides greater flexibility, supports timely project delivery, and promotes the County’s goal of operating in a fiscally responsible and business-like manner while protecting public infrastructure and serving County residents.
The delegated authority in Recommendation Nos. 1.b. and 2.b. is administrative in nature and is necessary to efficiently manage the on-call contracts throughout the five-year term. The delegated authority does not increase the overall contract not-to-exceed amounts, change the scope of services, or alter any material contract terms.
The proposed contracts will allow the Department and District to obtain materials inspection and testing services from five pre-approved vendors, with each contract having a not-to-exceed amount of $1,500,000. Each contract will have a five-year term, or continue until completion of the last task order issued within that five-year period, whichever occurs later. The Department and District will monitor expenditures to ensure the contract limits are not exceeded. The contracts also identify the authorized Department and District representatives responsible for contract administration, approval of task orders, and exercise of termination rights.
PROCUREMENT
On December 15, 2025, the Department and District released Request for Proposal (RFP) No. PWG125-LANDD-5801, On-Call Construction Materials Inspection and Testing Services through the County’s Electronic Procurement System (ePro). The RFP was sent to 488 vendors who were registered in ePro. On January 30, 2026, eight proposals were received.

A selection committee comprised of three representatives from the Department reviewed the proposals. The selection committee evaluated and compiled scores for the proposals in accordance with the criteria set forth in the RFP and recommended the top five firms as the most qualified to enter into contract negotiations. No appeal/protest letters were received.
After negotiations were concluded, it was determined that all five vendors are recommended for a contract award.
