Approve Amendment No. 1 to Agreement No. 25-379, with Baseline IT Consulting, for the purchase of additional Rubrik software, increasing the amount by $358,387.20, from an amount not-to-exceed of $1,481,100.15 to a total amount not-to-exceed of $1,839,487.35, with no change to the term of June 10, 2025 through June 9, 2030.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $358,387.20 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The approval of this amendment will allow ARMC to protect stored backup data from being altered or destroyed. Rubrik Software is currently ARMC’s backup and recovery solution, providing protection for both active systems and archived data. It is designed with built-in cybersecurity safeguards to defend against ransomware and emerging security threats.

 

With the addition of Rubrik Cloud Vault software, backup data will be stored in a separate, isolated environment, ensuring that backup data remains immutable and cannot be altered or destroyed, even in the event of a cyberattack. This software enhances ARMC’s ability to protect critical assets such as patient records, electronic health record data, and operational systems, while also supporting compliance with the Health Insurance Portability and Accountability Act (HIPAA) and other cybersecurity standards.

 

Veeam is a software solution that provides backup and disaster recovery solutions which are used by ARMC for data backup. The previous vendor providing storage of backup data for ARMC is unable to migrate all backup data, including backup data utilizing the Veeam software solution, to its backup storage solution. With the addition of the Rubrik Cloud Vault software, all backup data, including backup data utilizing the Veeam software solution, will be migrated.

 

On June 10, 2025 (Item No. 24), as the result of Request for Proposal No. ARMC-125-ARMC-5707, the Board of Supervisors approved Agreement No. 25-379 with Baseline IT Consulting, for the purchase of the Rubrik Software, in the not to exceed amount of $1,481,101, for the period of June 10, 2025 through June 9, 2030.

 

ARMC recommends approval of the amendment to improve ARMC operations by aiding efforts to secure and protect data.
