Recommendation
Authorize the Purchasing Agent to issue Purchase Orders with Los Angeles Truck Centers, LLC dba Velocity Truck Centers, for the provision of equipment parts and service, in the not-to-exceed amount of $1,500,000, for the period of July 1, 2026 through June 30, 2031.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Fleet Management Department (Fleet) operates as an Internal Service Fund, with operational costs funded through Board of Supervisors (Board) approved rates charged to customer departments. The purchase orders issued during July 1, 2026 through June 30, 2031, will have a not-to-exceed amount of $1,500,000 over five years. The requested amount reflects increased fleet size, inflationary impacts, and higher maintenance needs associated with aging equipment. Sufficient appropriation will be included in Fleet 2026-27 budget and in future recommended budgets.
BACKGROUND INFORMATION
Los Angeles Truck Centers, LLC dba Velocity Truck Centers (Velocity) is the sole authorized full-service dealer in the region and offers locations in San Bernardino as well as the High Desert area. They offer free delivery services to Fleet service centers in those locations. Velocity provides Freightliner, Western Star, Sterling, and Auto Car Trucks offering factory-certified service technicians, genuine proprietary Original Equipment Manufacturer (OEM) quality parts, and OEM warranty.
Fleet provides vehicle and equipment replacement parts and services for the majority of the County’s fleet of vehicles and heavy equipment, which includes Freightliner brand vehicles. Since 2021, the number of Freightliner vehicles in the County’s fleet inventory has increased by 23 vehicles, from 83 to 106 active units.
Due to continued fleet growth, inflationary increases in parts and labor, and aging vehicles requiring more frequent repairs, annual expenditures with Velocity have increased in recent years. As of April 2026, Fleet has spent approximately $145,650 on non-competitive Purchase Order
No. 4100418355, for parts and services with Velocity. Fleet is projecting $300,000 per year for future fiscal years, and requests purchasing authority for a five-year term.
The requested five-year term aligns with standard fleet lifecycle planning and provides operational continuity for the maintenance of specialized Freightliner equipment requiring proprietary OEM parts and certified technicians.
Approval of the recommended actions will allow Fleet to proceed with necessary purchases to meet the departmental operational need to repair and maintain vehicles.
PROCUREMENT
County Policy 11-05 requires departments to seek Board approval when contracting for competitive and non-competitive purchases of goods and services in excess of $200,000 during a single annual period.
Velocity is the sole full-service dealer of replacement parts and services in Southern California. Purchasing concurs with the non-competitive justification and letter from Velocity dated March 1, 2024, as being the sole full-service dealer in Southern California for Freightliner, Sterling, and Autocar parts and services. Using OEM parts and factory certified technicians will save County money with warranty and potential damages from non-OEM parts. Approving this BAI will provide Fleet the spending capacity to address unforeseen parts and repair expenses. It will also enable Fleet to effectively support the County’s needs for these types of vehicles and equipment as well as maintain the essential functions and services they provide.
