Recommendation

Approve and accept the Master Plan and Master Plan update for Prado Regional Park.

FINANCIAL IMPACT

Approval of this item does not require the use of Discretionary General Funding (Net County Cost). There is no direct financial impact associated with approval and acceptance of the Prado Regional Park Master Plan and the Master Plan Update.

 

BACKGROUND INFORMATION

On May 1, 2018 (Item No. 42), the Board of Supervisors (Board) approved Agreement No.18-192 with KTU&A Planning and Landscape Architecture (KTU&A) in amount not to exceed $300,000 for the development of a Prado Regional Park Master Plan for a term of May 2, 2018, through August 31, 2019. KTU&A was selected through a competitive Request for Proposals (RFP) process conducted in January 2018 in which three proposals were received and evaluated. KTU&A was determined to be the most qualified firm based on the evaluation criteria established in the RFP.

 

On March 12, 2024 (Item No. 42), the Board approved Agreement No. 24-234 with KTU&A for a Master Plan Update at no additional cost for Prado Regional Park for a term of March 13, 2024, through November 12, 2024.

 

On May 20, 2025 (Item No. 82), the Board approved Amendment No. 1 to Agreement No. 24-234 with KTU&A to complete the Master Plan Update for Prado Regional Park, extending the term  from March 13, 2024, through June 2, 2025, with no change to the contract amount.

 

On April 7, 2026 (Item No. 35), the Board approved Amendment No. 2 to Agreement No. 24-234 with KTU&A for a Master Plan Update for Prado Regional Park increasing the contract amount by $28,970, from $100,000 to $128,970, and extending the term from June 2, 2025, through June 30, 2026, for a total term of March 13, 2024, to June 30, 2026.

 

Amendment Nos. 1 and 2 were necessary to provide KTU&A additional time and resources to complete the remaining components of the Master Plan Update and incorporate further project development and revisions.

 

The Master Plan Update was completed on June 24, 2026. The Department is seeking Board approval and acceptance of the Master Plan and the Master Plan Update. This will allow Regional Parks Department (Department) to seek funding and complete projects based on the approved Master Plan.
