RECOMMENDATION(S)
Recommendation
1. Approve the Capital Improvement Program Project No. 26-034 for the Department of Behavioral Health Community Care Expansion Project to construct 52 beds at the Comprehensive Treatment Campus in an amount not to exceed $15,803,266, located at 13333 Palmdale Road, Victorville.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Community Care Expansion Project (Project), with a total cost of $15,803,266, will be supported by the California Department of Social Services (CDSS) Community Care Expansion (CCE) - Capital Expansion Grant, providing $10,515,038 in funding over a two-year period. The remaining $5,288,228, which includes the required matching funds and supplemental contributions, will be funded through 2011 Realignment and other departmental funding sources. The Board of Supervisors (Board) previously accepted this CCE grant on August 19, 2025 (Item No. 15). A companion board agenda item is being brought forward for the Board's consideration to amend a contract with Snyder Langston, LLC for the Project.
