RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to non-financial aid Agreement No. 25-653 with the Consolidated Fire Agencies Joint Powers Authority, to continue providing assistance to the San Bernardino County Fire Protection District in the form of supplemental and as-requested pre-hospital emergency medical services to the High Desert Region of San Bernardino County, extending the term for one additional year, for a total period of August 19, 2025, through August 18, 2027.

FINANCIAL IMPACT

Approval of Amendment No. 1 (Amendment) will not result in the use of Discretionary General Funding (Net County Cost). Non-financial aid Agreement No. 25-653 (Agreement) with the Consolidated Fire Agencies Joint Powers Authority (CONFIRE) defines the responsibilities of CONFIRE in providing supplemental and as-requested pre-hospital emergency medical services to the San Bernardino County Fire Protection District (SBCFPD) in the High Desert Region of San Bernardino County.

 

BACKGROUND INFORMATION

CONFIRE is the regional provider of fire and emergency medical dispatch and communications services in the county.  CONFIRE is a separate legal entity formed pursuant to a Joint Powers Authority (JPA) agreement executed between its member agencies as authorized by Government Code section 6500 et seq.  SBCFPD is a member agency of CONFIRE.  CONFIRE provides communication, dispatch, computer information systems support, and geographic information systems to its member and contract agencies, including SBCFPD.   CONFIRE has received all applicable and required licenses and approvals to become a pre-hospital emergency medical services provider in the County.  As an authorized pre-hospital emergency medical services provider in the County, CONFIRE is able to provide pre-hospital emergency medical services (EMS) to its member agencies who request this assistance. 

 

On August 19, 2025 (Item No. 66), SBCFPD’s Board of Directors approved the Agreement between SBCFPD and CONFIRE, for CONFIRE to provide supplemental and as-requested pre-hospital emergency medical services to the High Desert Region of San Bernardino County for the period of August 19, 2025, through August 18, 2026.

 

SBCFPD and other pre-hospital emergency medical services providers continue to experience an increase in EMS calls.  SBCFPD and CONFIRE wish to continue the Agreement in order to address the increased emergency medical service call volume and limited ambulance resources in the High Desert Region. Approval of the recommended Amendment will extend the Agreement for one additional year, for a total period of August 19, 2025, through August 18, 2027.  All other terms of the Agreement remain unchanged.
