Approve Amendment No. 3 to Agreement No. 22-256 with Thieme Medical Publishers, effective September 22, 2026 for the licensing and subscription of MedONE Neurosurgery, updating licensed site addresses and increasing the amount by $47,524.92 from $64,676 to $112,200.92, for the contract period beginning on April 1, 2022 and continuing until terminated by either party any time after December 31, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The term of the agreement is indefinite, the cost of $47,524.92 is for January 1, 2027 through December 31, 2029 and funded by State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of the Amendment to the Agreement with Thieme Medical Publishers (Thieme) will allow the ARMC Medical Library (Library) to continue to access MedONE Neurosurgery (MedONE). MedONE is an electronic reference database for use by healthcare professionals (e.g., attending physicians and resident physicians) to stay informed about current practices at the point of care. The essential collection contains the resources available through MedONE and is both a teaching and learning tool, which includes over 266 electronic books, five full-text journals, over 400 instructional surgical procedures, 1,500 videos, over 117,000 images, numerous cases and over 1,500 review questions.
This resource is needed in a teaching hospital for resident programs and to meet accreditation standards. MedONE content is proprietary to Thieme, which holds the exclusive legal right to their publications. It will be available 24 hours, seven days each week, as it can be accessed online by ARMC attending physicians and resident physicians with a username and password.
On April 12, 2022 (Item No. 8), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved Agreement No. 22-256 with Thieme, including non-standard terms, for the licensing and subscription of MedONE for a not-to-exceed contract amount of $9,385, effective retroactively for the period of April 1, 2022 through December 31, 2022, and $13,041 annually thereafter continuing until terminated by either party any time after December 31, 2023. In the same item, the Board approved Amendment No. 1 to Agreement No. 22-256, amending terms of the License Agreement.
On December 19, 2023 (Item No. 12), the Board approved Amendment No. 2 to Agreement No. 22-256 with Thieme for the licensing and subscription of MedOne, increasing the contract amount by $42,250 from $22,426 to $64,676, with no change to the contract term of April 1, 2022, and continuing until terminated by either party at any time after December 31, 2023.
ARMC recommends approval of the amendment to provide for health and safety of County residents through the provision of resources for medical staff who provide healthcare services at the hospital.
