FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the four-year contract with Trane U.S. Inc. dba Southern California Trane (Trane) to provide replacement, preventive maintenance, and unforeseen repair services for Building Automation System (BAS) and Heating, Ventilation, and Air Conditioning (HVAC) systems at County-owned facilities will not exceed $7,953,735, which includes a not-to-exceed amount of $500,000 allocated for unforeseen repairs over the term of the agreement.
The costs associated with the contract award will be fully recovered through maintenance charges allocated to County departments based on the established average cost per square foot. For facilities that are not assessed maintenance on a per square foot basis, costs will be billed directly to the occupying departments through the requisition process.
BACKGROUND INFORMATION
San Bernardino County is undertaking a portfolio-wide modernization of its BAS to replace aging proprietary control platforms and improve long-term operability, cybersecurity, and system ownership across 43 County-owned facilities. This item provides a contract for BAS system replacement, BAS migration with the existing system, and routine preventative maintenance of HVAC control systems, and a not-to-exceed amount of $500,000 for unforeseen repair services.
In 2012, the Project and Facilities Management Department (PFMD) and the Information Technology Department (ITD) initiated the Countywide HVAC Control Systems Upgrade Project (Project) to integrate building HVAC control systems into the County’s wide area network and improve operational efficiency. While prior contracts supported the implementation of this Project, the approval of this contract with Trane is limited to the maintenance, repair, and servicing of existing HVAC control systems and is not part of the original Project implementation.
The agreement with Trane supports ongoing system functionality and enhances the County’s ability to centrally monitor and adjust building controls, improving operational efficiency, staff productivity, facility comfort, and energy management across County facilities. PFMD is responsible for maintaining appropriate service agreements, while ITD oversees the technical components of the systems.
PROCUREMENT
On September 15, 2025, PFMD issued Request for Proposal (RFP) No. FMD125-FM-5711 for HVAC Control System Services through the San Bernardino County Electronic Procurement Network. On October 7, and 8, 2025, five vendors attended the mandatory job walks at the County-owned locations. On November 6, 2025, the following proposals were received:

An evaluation committee composed of staff from the PFMD and ITD reviewed the proposals received. The criteria used to evaluate the proposals included qualifications and experience, technical proficiency, cost, and references. In addition, PFMD engaged a third-party consultant to provide an independent review of the proposals and pricing to further validate the evaluation process and recommendation.
Based on the evaluation results and the consultant’s review, the committee determined that Trane best met the needs of the County and recommended that the contract be awarded to Trane to provide BAS control system replacement, HVAC control systems maintenance, and unforeseen repair services based on the best value and overall service to the County.
Award and denial notices were sent on February 18, 2026.
On April 26, 2026, PFMD received two bid protests submitted by Climatec, LLC and F.M. Thomas Air Conditioning, Inc. Following review and evaluation of the protest submissions, the Purchasing Department (Purchasing) determined that the protests did not warrant modification of the procurement process and formally denied both protests. On May 14, 2026, Purchasing issued written notices of denial to each protester.
Purchasing supports the procurement process and selection of Trane for this contract.
PFMD recommends that the Board of Supervisors approve the contract with Trane in the amount of $7,953,735, for the period of June 9, 2026 through June 8, 2030, to provide replacement, preventive maintenance, and unforeseen repair services for BAS and HVAC control systems at the 43 County-owned locations.
